AN ACT ENABLING MUNICIPALITIES TO PURSUE INTERLOCAL
AGREEMENTS AND SERVICE SHARING CONTRACTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to provide that (1) interlocal 1
agreements and service sharing contracts between two or more 2
municipalities shall be valid notwithstanding conflicting provisions of 3
any participating municipality's charter or municipal ordinances; and 4
(2) municipalities shall, when possible, amend such municipalities' 5
charters to eliminate references to specific organizational structures, 6
including, but not limited to, departments. 7
Statement of Purpose:
To provide that (1) interlocal agreements and service sharing contracts
between two or more municipalities shall be valid notwithstanding
conflicting provisions of any participating municipality's charter or
municipal ordinances; and (2) municipalities shall, when possible,
amend such municipalities' charters to eliminate references to specific
organizational structures.
