20	19		AN ACT PROHIBITING MUNICIPAL EMPLOYEES FROM SERVING ON
21	20		CERTAIN MUNICIPAL LEGISLATIVE BODIES.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. Subsection (e) of section 7-421 of the general statutes is 1
26	25		repealed and the following is substituted in lieu thereof (Effective 2
27	26		October 1, 2019): 3
28	27		(e) Any municipal employee shall have the right to serve on any 4
29	28		governmental body of the town in which such employee resides except 5
30	29		any body which has responsibility for direct supervision of such 6
31	30		employee. Notwithstanding the provisions of this subsection, (1) no 7
32	31		such employee shall serve on any of the following unless such 8
33	32		employee is permitted to serve pursuant to the provisions of a 9
34	33		municipal charter or home rule ordinance: [or serves because of 10
35	34		membership on the legislative body of the municipality:] (A) Any 11
36	35		board of finance created pursuant to chapter 106, [or] any special act or 12
37	36		municipal charter or any body exercising the powers of a board of 13
38	37		finance; (B) any body exercising zoning powers pursuant to chapter 14
39	38		124 or any special act or municipal charter; (C) any body exercising 15

47	45		municipal charter; (D) any body exercising planning powers pursuant 17
48	46		to chapter 126 or any special act or municipal charter; or (E) any body 18
49	47		regulating inland wetlands and watercourses pursuant to chapter 440 19
50	48		or any special act or municipal charter; and (2) any municipality may, 20
51	49		by ordinance adopted by its legislative body, authorize such 21
52	50		employees to serve on (A) any body exercising zoning powers 22
53	51		pursuant to chapter 124 or any special act or municipal charter; (B) any 23
54	52		body exercising land use powers pursuant to chapter 125a or any 24
55	53		special act or municipal charter; (C) any body exercising planning 25
56	54		powers pursuant to chapter 126 or any special act or municipal charter; 26
57	55		or (D) any body regulating inland wetlands and watercourses 27
58	56		pursuant to chapter 440 or any special act or municipal charter. 28
