2019 AN ACT PROHIBITING MUNICIPAL EMPLOYEES FROM SERVING ON
2120 CERTAIN MUNICIPAL LEGISLATIVE BODIES.
2221 Be it enacted by the Senate and House of Representatives in General

2524 Section 1. Subsection (e) of section 7-421 of the general statutes is 1
2625 repealed and the following is substituted in lieu thereof (Effective 2
2726 October 1, 2019): 3
2827 (e) Any municipal employee shall have the right to serve on any 4
2928 governmental body of the town in which such employee resides except 5
3029 any body which has responsibility for direct supervision of such 6
3130 employee. Notwithstanding the provisions of this subsection, (1) no 7
3231 such employee shall serve on any of the following unless such 8
3332 employee is permitted to serve pursuant to the provisions of a 9
3433 municipal charter or home rule ordinance: [or serves because of 10
3534 membership on the legislative body of the municipality:] (A) Any 11
3635 board of finance created pursuant to chapter 106, [or] any special act or 12
3736 municipal charter or any body exercising the powers of a board of 13
3837 finance; (B) any body exercising zoning powers pursuant to chapter 14
3938 124 or any special act or municipal charter; (C) any body exercising 15

4745 municipal charter; (D) any body exercising planning powers pursuant 17
4846 to chapter 126 or any special act or municipal charter; or (E) any body 18
4947 regulating inland wetlands and watercourses pursuant to chapter 440 19
5048 or any special act or municipal charter; and (2) any municipality may, 20
5149 by ordinance adopted by its legislative body, authorize such 21
5250 employees to serve on (A) any body exercising zoning powers 22
5351 pursuant to chapter 124 or any special act or municipal charter; (B) any 23
5452 body exercising land use powers pursuant to chapter 125a or any 24
5553 special act or municipal charter; (C) any body exercising planning 25
5654 powers pursuant to chapter 126 or any special act or municipal charter; 26
5755 or (D) any body regulating inland wetlands and watercourses 27
5856 pursuant to chapter 440 or any special act or municipal charter. 28
5957 This act shall take effect as follows and shall amend the following
