2019 AN ACT CONCERNING SA FETY AND SECURITY IN
2120 NONGOVERNMENTAL BUIL DINGS AND STRUCTURES .
2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. (NEW) (Effective from passage) (a) Not later than January 1, 1
2625 2020, the Department of Emergency Services and Public Protection 2
2726 shall develop standards to assist in the development of security and 3
2827 safety plans for nongovernmental buildings and structures, including 4
2928 places of worship, that are open to the public and may be potential 5
3029 targets of mass violence. The standards shall provide an all-hazards 6
3130 approach to emergencies and include, but need not be limited to, 7
3231 requirements for: 8
3332 (1) Involvement of local officials, including the chief executive 9
3433 officer of the municipality and law enforcement, fire, public health, 10
3534 emergency management and emergency medical services personnel, in 11
3635 the development of a plan; 12
3736 (2) Establishment of an incident command system based on the 13
3837 federal National Incident Management System and a description of the 14

4644 (3) Establishment of a security and safety committee; 16
4745 (4) Crisis management procedures; 17
4846 (5) Local law enforcement and other local public safety officials to 18
4947 evaluate, score and provide feedback on fire drills and crisis response 19
5048 drills conducted pursuant to a plan; 20
5149 (6) Establishment of procedures for managing various types of 21
5250 emergencies; 22
5351 (7) Security and vulnerability assessments every two years and plan 23
5452 amendments based on the results of such assessments; and 24
5553 (8) Orientation of employees working at a building or structure on 25
5654 such plan and violence prevention training as prescribed in such plan. 26
5755 (b) Not later than January 1, 2020, and annually thereafter, the 27
5856 department shall submit the security and safety plan standards and 28
5957 any recommendations for legislation regarding such standards to the 29
6058 joint standing committee of the General Assembly having cognizance 30
6159 of matters relating to public safety and security, in accordance with the 31
6260 provisions of section 11-4a of the general statutes. 32
6361 (c) The department shall make such standards available to local 33
6462 officials and owners and occupants of nongovernmental buildings or 34
6563 structures. The department shall provide advice and technical 35
6664 assistance regarding safety and security planning to such owners and 36
6765 occupants when requested and as available resources allow. 37
6866 This act shall take effect as follows and shall amend the following
