AN ACT CONCERNING AC TIVE SHOOTER RESPONSE PLA NS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) (a) Not later than January 1, 1 
2020, the Department of Emergency Services and Public Protection, in 2 
consultation with the Police Officer Standards and Training Council 3 
established under section 7-294b of the general statutes, shall develop 4 
standards that municipalities may use to develop active shooter 5 
response plans. The standards shall include guidance on creating a list 6 
of state and municipal agencies that could respond to calls for mutual 7 
aid assistance and prioritizing requests for mutual aid depending on 8 
the severity of an incident. 9 
(b) The department shall make such standards available to 10 
municipalities not later than January 1, 2020. The department shall 11 
assist a municipality, upon the municipality's request, in developing 12 
an active shooter response plan that is suitable to the municipality's 13 
needs. 14

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section 
 
Statement of Purpose:   
To require the Department of Emergency Services and Public 
Protection, in consultation with the Police Officer Standards and 
Training Council, to develop standards for active shooter response 
plans and assist municipalities, upon their request, in developing such 
plans.
