AN ACT CONCERNING THE WHOLESALE DISTRIBUTION AND SALE 
OF BEER BY HOLDERS OF A MANUFACTURER PERMIT FOR BEER 
OR A BREW PUB. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 30-16 of the statutes be amended to (1) prohibit a 1 
holder of a manufacturer permit for beer from the wholesale 2 
distribution and sale of beer except to a holder of a wholesaler permit, 3 
(2) prohibit a holder of a manufacturer permit for beer from the retail 4 
sale of beer on the permitted premises unless the holder of the 5 
manufacturer permit is also a holder of a restaurant permit or has 6 
received an off-premises sales endorsement to its manufacturer permit, 7 
and (3) eliminate the manufacturer permit for a brew pub. 8 
Statement of Purpose:   
To encourage fairness and accountability in excise tax collection and 
eliminate the ability of breweries to sell beer in competition with 
restaurants.
