| 20 | 20 | Be it enacted by the Senate and House of Representatives in General | |
| 21 | 21 | Assembly convened: | |

| 23 | 23 | That the general statutes be amended to permit a municipality to 1 | |
| 24 | 24 | adopt an ordinance and an institution of higher education to adopt 2 | |
| 25 | 25 | rules concerning the operation of a vehicle with a motor having a 3 | |
| 26 | 26 | capacity of less than fifty cubic centimeters piston displacement within 4 | |
| 27 | 27 | the municipality or the institution, which may include requiring the 5 | |
| 28 | 28 | operator of such vehicle to register such vehicle with the municipality 6 | |
| 29 | 29 | or the institution, to have a motor vehicle operator's license and be 7 | |
| 30 | 30 | sixteen years of age or older, and establishing penalties for any 8 | |
| 31 | 31 | violations, provided the municipality posts the ordinance at town hall 9 | |
| 32 | 32 | and on its Internet web site and the institution provides notice of the 10 | |
| 33 | 33 | rules to those who utilize or work on the institution's property. 11 | |
