AN ACT CONCERNING THE LOCAL REGULATION OF MOTOR 
SCOOTERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to permit a municipality to 1 
adopt an ordinance and an institution of higher education to adopt 2 
rules concerning the operation of a vehicle with a motor having a 3 
capacity of less than fifty cubic centimeters piston displacement within 4 
the municipality or the institution, which may include requiring the 5 
operator of such vehicle to register such vehicle with the municipality 6 
or the institution, to have a motor vehicle operator's license and be 7 
sixteen years of age or older, and establishing penalties for any 8 
violations, provided the municipality posts the ordinance at town hall 9 
and on its Internet web site and the institution provides notice of the 10 
rules to those who utilize or work on the institution's property. 11 
Statement of Purpose:   
To permit municipalities and institutions of higher education to 
manage the operation of motor scooters.
