2121 AN ACT REPEALING THE REQUIREMENT THAT SPECIAL
2222 EDUCATION TEACHERS PASS AN ADDITIONAL READING

2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 That subsection (f) of section 10-145d of the general statutes be 1
2828 amended to repeal the requirement that any certified employee 2
2929 applying for a comprehensive special education endorsement, or 3
3030 applicant for an initial, provisional or professional educator certificate 4
3131 and a comprehensive special education endorsement achieve a 5
3232 satisfactory score on the reading instruction examination approved by 6
3333 the State Board of Education on April 1, 2009, or a comparable reading 7
3434 instruction examination with minimum standards that are equivalent 8
3535 to the examination approved by the State Board of Education on April 9

3737 Statement of Purpose:
3838 To address issues of special education teacher shortages in urban
3939 school districts by repealing the requirement that special education
4040 teachers pass an additional reading examination.
