(By Request) AN ACT REPEALING THE REQUIREMENT THAT SPECIAL EDUCATION TEACHERS PASS AN ADDITIONAL READING EXAMINATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That subsection (f) of section 10-145d of the general statutes be 1 amended to repeal the requirement that any certified employee 2 applying for a comprehensive special education endorsement, or 3 applicant for an initial, provisional or professional educator certificate 4 and a comprehensive special education endorsement achieve a 5 satisfactory score on the reading instruction examination approved by 6 the State Board of Education on April 1, 2009, or a comparable reading 7 instruction examination with minimum standards that are equivalent 8 to the examination approved by the State Board of Education on April 9 1, 2009. 10 Statement of Purpose: To address issues of special education teacher shortages in urban school districts by repealing the requirement that special education teachers pass an additional reading examination.
