AN ACT CONCERNING THE PROTECTION OF SCHOOL PERSONNEL 
IN COMMUNICATIONS RELATED TO SPECIAL EDUCATION 
SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10 of the general statutes be amended to prohibit a local or 1 
regional board of education from disciplining, discharging or 2 
otherwise penalizing a teacher, school paraprofessional or other 3 
person employed by such board to provide special education and 4 
related services, for expressing his or her views concerning a student's 5 
disability, placement or program of service during a planning and 6 
placement team meeting for such student or in communication with 7 
the parents or guardians of such student at other times. 8 
Statement of Purpose:   
To protect teachers and related service professionals from retaliation 
for communicating honestly and freely at planning and placement 
team meetings or other occasions.
