AN ACT CONCERNING FISCALLY INDEPENDENT SCHOOL 
DISTRICTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10 of the general statutes be amended to require that, for 1 
the fiscal year ending June 30, 2022, and each fiscal year thereafter, any 2 
local or regional board of education with an average daily 3 
membership, as defined in section 10-261 of the general statutes, equal 4 
to or less than fifteen thousand pupils shall become an independent 5 
special purpose government with the authority to fix and collect taxes 6 
and to issue debt for the provision of educational services. 7 
Statement of Purpose:   
To increase school district transparency and accountability by making 
school districts fiscally independent entities.
