LCO No. 5011 1 of 4 General Assembly Committee Bill No. 6887 January Session, 2019 LCO No. 5011 Referred to Committee on HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT Introduced by: (HED) AN ACT CONCERNING APPRENTICESHIP OPPOR TUNITIES FOR HIGH-GROWTH, HIGH-DEMAND JOBS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to study the feasibility of developing a public-private partnership that 2 provides apprenticeship opportunities for high school and college 3 students in high-growth, high-demand jobs in the state. The task force 4 shall (1) identify high-growth, high-demand jobs in the state in fields 5 including, but not limited to, finance, computer science, engineering, 6 health care, insurance and biomedicine; (2) identify the education and 7 skill level requirements for such jobs; (3) analyze whether educational 8 achievement and attainment trends of students in the state sufficiently 9 satisfy the requirements of such jobs; (4) identify state-wide 10 demographic trends in the workforce; (5) review similar 11 apprenticeship programs being administered in other states, including, 12 but not limited to, Colorado and Georgia, for the purpose of 13 determining if such programs can be replicated in Connecticut; (6) 14 analyze the feasibility of creating partnerships in the state that provide 15 apprenticeship opportunities for such high-growth, high-demand jobs; 16 Committee Bill No. 6887 LCO No. 5011 2 of 4 (7) examine whether the existing apprenticeship program, as provided 17 in chapter 557 of the general statutes, can be utilized or expanded to 18 develop such partnerships; and (8) identify any potential institutional 19 or legal obstacles associated with the creation and implementation of 20 such partnerships and apprenticeship opportunities. 21 (b) The task force shall consist of the following members: 22 (1) The chairpersons and ranking members of the joint standing 23 committee of the General Assembly having cognizance of matters 24 relating to higher education and employment advancement, or their 25 designees; 26 (2) The Commissioner of Education, or the commissioner's designee; 27 (3) The Commissioner of Economic and Community Development, 28 or the commissioner's designee; 29 (4) The superintendent of the technical high school system, or the 30 superintendent's designee; 31 (5) A representative of the Connecticut Business and Industry 32 Association; 33 (6) The chief executive officer from a top-tier Connecticut business 34 selected by the Connecticut Business and Industry Association, or the 35 chief executive officer's designee; 36 (7) A representative of the National Federation of Independent 37 Business; 38 (8) The chief executive officer from a top-tier Connecticut business, 39 selected by the National Federation of Independent Business, or the 40 chief executive officer's designee; 41 (9) A representative of the Connecticut Coalition for Achievement 42 Now; 43 Committee Bill No. 6887 LCO No. 5011 3 of 4 (10) A representative of the Connecticut Conference of Independent 44 Colleges; 45 (11) A representative of the American Swiss Foundation; 46 (12) Representatives from multinational corporations with a 47 physical presence in the state selected by the Commissioner of 48 Economic and Community Development; 49 (13) The president of the Connecticut State Colleges and 50 Universities, or the president's designee; 51 (14) The president of The University of Connecticut, or the 52 president's designee; and 53 (15) A representative of a community foundation. 54 (c) Any member of the task force appointed under subsection (b) of 55 this section may be a member of the General Assembly. 56 (d) All appointments to the task force shall be made not later than 57 thirty days after the effective date of this section. Any vacancy shall be 58 filled by the appointing authority. 59 (e) The chairpersons of the task force shall be elected from among 60 the members of the task force. Such chairpersons shall schedule the 61 first meeting of the task force, which shall be held not later than sixty 62 days after the effective date of this section. 63 (f) The administrative staff of the joint standing committee of the 64 General Assembly having cognizance of matters relating to higher 65 education and employment advancement shall serve as administrative 66 staff of the task force. 67 (g) Not later than January 1, 2020, the task force shall submit a 68 report on its findings and recommendations to the joint standing 69 committees of the General Assembly having cognizance of matters 70 relating to education, higher education and employment advancement, 71 Committee Bill No. 6887 LCO No. 5011 4 of 4 and labor and public employees, in accordance with the provisions of 72 section 11-4a of the general statutes. The task force shall terminate on 73 the date that it submits such report or January 1, 2020, whichever is 74 later. 75 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To establish a task force to identify high-growth, high-demand jobs and analyze the implementation and creation of partnerships that provide apprenticeship opportunities for such jobs.
