LCO \\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06887-R02- HB.docx 1 of 4 General Assembly Substitute Bill No. 6887 January Session, 2019 AN ACT ESTABLISHING A TASK FORCE TO STUD Y APPRENTICESHIP OPPOR TUNITIES FOR HIGH-GROWTH, HIGH- DEMAND JOBS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to study the feasibility of developing a public-private partnership that 2 provides apprenticeship opportunities for high school and college 3 students in high-growth, high-demand industries in the state. The task 4 force shall (1) identify high-growth, high-demand industries in the 5 state; (2) identify the education and skill level requirements for jobs in 6 such industries; (3) analyze whether educational achievement and 7 attainment trends of students in the state sufficiently satisfy the 8 requirements of such jobs; (4) identify state-wide demographic trends 9 in the workforce; (5) identify and review (A) any apprenticeship 10 programs in the state, whether established pursuant to statute, 11 regulation or policy, and (B) national best practices in apprenticeship 12 programs being administered in the state and in other states for the 13 purpose of determining if such programs can be replicated; (6) make 14 recommendations regarding apprenticeship programs in the state that 15 are not utilized or deemed to be ineffective; (7) analyze the feasibility 16 of creating partnerships in the state that provide apprenticeship 17 opportunities for jobs in high-growth, high-demand industries; (8) 18 examine whether the program of apprentice training maintained by 19 Substitute Bill No. 6887 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06887- R02-HB.docx } 2 of 4 the Labor Department, as provided in section 31-22q of the general 20 statutes, can be utilized or expanded to develop such partnerships; and 21 (9) identify any potential institutional or legal obstacles associated with 22 the creation and implementation of such partnerships and 23 apprenticeship opportunities; 24 (b) The task force shall consist of the following members: 25 (1) The president of the Connecticut State Colleges and Universities, 26 or the president's designee; 27 (2) The president of The University of Connecticut, or the 28 president's designee; 29 (3) The Commissioner of Education, or the commissioner's designee; 30 (4) The Commissioner of Economic and Community Development, 31 or the commissioner's designee; 32 (5) The Labor Commissioner, or the commissioner's designee; 33 (6) The superintendent of the technical high school system, or the 34 superintendent's designee; 35 (7) The president of the board of directors of the Connecticut 36 Association of Public School Superintendents, or the president's 37 designee; 38 (8) The executive director of the Connecticut Association of Boards 39 of Education, or the executive director's designee; 40 (9) A representative from a trade organization, appointed by the 41 speaker of the House of Representatives; 42 (10) Two executive officers from the top ten largest employers in the 43 state as determined by the total number of employees in the state, or 44 the executive officers' designees, one of whom shall be appointed by 45 the president pro tempore of the Senate, and one of whom shall be 46 Substitute Bill No. 6887 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06887- R02-HB.docx } 3 of 4 appointed by the minority leader of the Senate; 47 (11) Two representatives from community foundations in the state, 48 one of whom shall be appointed by the majority leader of the House of 49 Representatives, and one of whom shall be appointed by the minority 50 leader of the House of Representatives; 51 (12) A representative from an education advocacy organization, 52 appointed by the majority leader of the Senate; 53 (13) Two representatives from multinational corporations with a 54 physical presence in the state, appointed by the Governor; and 55 (14) Two representatives from an employee labor organization, 56 appointed by the Governor. 57 (c) Any member of the task force appointed under subsection (b) of 58 this section may be a member of the General Assembly. 59 (d) All appointments to the task force shall be made not later than 60 thirty days after the effective date of this section. Any vacancy shall be 61 filled by the appointing authority. Any vacancy remaining after the 62 first scheduled meeting of the task force shall be appointed by the 63 chairpersons of the task force. 64 (e) The chairpersons of the task force shall be elected from among 65 the members of the task force. Such chairpersons shall schedule the 66 first meeting of the task force, which shall be held not later than sixty 67 days after the effective date of this section. 68 (f) The administrative staff of the joint standing committee of the 69 General Assembly having cognizance of matters relating to higher 70 education and employment advancement shall serve as administrative 71 staff of the task force. 72 (g) Not later than February 1, 2020, and annually thereafter until 73 January 1, 2023, the task force shall submit a report on its findings and 74 Substitute Bill No. 6887 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-06887- R02-HB.docx } 4 of 4 recommendations to the joint standing committees of the General 75 Assembly having cognizance of matters relating to education, higher 76 education and employment advancement, and labor and public 77 employees, in accordance with the provisions of section 11-4a of the 78 general statutes. The task force shall terminate on the date that it 79 submits its fourth annual report or January 1, 2023, whichever is later. 80 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section HED Joint Favorable Subst.
