1722 Be it enacted by the Senate and House of Representatives in General

2025 Section 1. (Effective from passage) (a) There is established a task force 1
2126 to study the feasibility of developing a public-private partnership that 2
2227 provides apprenticeship opportunities for high school and college 3
23-students in high-growth, high-demand industries in the state. The task 4
24-force shall (1) identify high-growth, high-demand industries in the 5
25-state; (2) identify the education and skill level requirements for jobs in 6
26-such industries; (3) analyze whether educational achievement and 7
27-attainment trends of students in the state sufficiently satisfy the 8
28-requirements of such jobs; (4) identify state-wide demographic trends 9
29-in the workforce; (5) identify and review (A) any apprenticeship 10
30-programs in the state, whether established pursuant to statute, 11
31-regulation or policy, and (B) national best practices in apprenticeship 12
32-programs being administered in the state and in other states for the 13
33-purpose of determining if such programs can be replicated; (6) make 14
34-recommendations regarding apprenticeship programs in the state that 15
35-are not utilized or deemed to be ineffective; (7) analyze the feasibility 16
36-of creating partnerships in the state that provide apprenticeship 17
37-opportunities for jobs in high-growth, high-demand industries; (8) 18
38-examine whether the program of apprentice training maintained by 19 Substitute Bill No. 6887
28+students in high-growth, high-demand jobs in the state. The task force 4
29+shall (1) identify high-growth, high-demand jobs in the state in fields 5
30+including, but not limited to, finance, computer science, engineering, 6
31+health care, insurance and biomedicine; (2) identify the education and 7
32+skill level requirements for such jobs; (3) analyze whether educational 8
33+achievement and attainment trends of students in the state sufficiently 9
34+satisfy the requirements of such jobs; (4) identify state-wide 10
35+demographic trends in the workforce; (5) review similar 11
36+apprenticeship programs being administered in other states, including, 12
37+but not limited to, Colorado and Georgia, for the purpose of 13
38+determining if such programs can be replicated in Connecticut; (6) 14
39+analyze the feasibility of creating partnerships in the state that provide 15
40+apprenticeship opportunities for such high-growth, high-demand jobs; 16

45-the Labor Department, as provided in section 31-22q of the general 20
46-statutes, can be utilized or expanded to develop such partnerships; and 21
47-(9) identify any potential institutional or legal obstacles associated with 22
48-the creation and implementation of such partnerships and 23
49-apprenticeship opportunities; 24
50-(b) The task force shall consist of the following members: 25
51-(1) The president of the Connecticut State Colleges and Universities, 26
52-or the president's designee; 27
53-(2) The president of The University of Connecticut, or the 28
54-president's designee; 29
55-(3) The Commissioner of Education, or the commissioner's designee; 30
56-(4) The Commissioner of Economic and Community Development, 31
57-or the commissioner's designee; 32
58-(5) The Labor Commissioner, or the commissioner's designee; 33
59-(6) The superintendent of the technical high school system, or the 34
60-superintendent's designee; 35
61-(7) The president of the board of directors of the Connecticut 36
62-Association of Public School Superintendents, or the president's 37
63-designee; 38
64-(8) The executive director of the Connecticut Association of Boards 39
65-of Education, or the executive director's designee; 40
66-(9) A representative from a trade organization, appointed by the 41
67-speaker of the House of Representatives; 42
68-(10) Two executive officers from the top ten largest employers in the 43
69-state as determined by the total number of employees in the state, or 44
70-the executive officers' designees, one of whom shall be appointed by 45
71-the president pro tempore of the Senate, and one of whom shall be 46 Substitute Bill No. 6887
46+(7) examine whether the existing apprenticeship program, as provided 17
47+in chapter 557 of the general statutes, can be utilized or expanded to 18
48+develop such partnerships; and (8) identify any potential institutional 19
49+or legal obstacles associated with the creation and implementation of 20
50+such partnerships and apprenticeship opportunities. 21
51+(b) The task force shall consist of the following members: 22
52+(1) The chairpersons and ranking members of the joint standing 23
53+committee of the General Assembly having cognizance of matters 24
54+relating to higher education and employment advancement, or their 25
55+designees; 26
56+(2) The Commissioner of Education, or the commissioner's designee; 27
57+(3) The Commissioner of Economic and Community Development, 28
58+or the commissioner's designee; 29
59+(4) The superintendent of the technical high school system, or the 30
60+superintendent's designee; 31
61+(5) A representative of the Connecticut Business and Industry 32
62+Association; 33
63+(6) The chief executive officer from a top-tier Connecticut business 34
64+selected by the Connecticut Business and Industry Association, or the 35
65+chief executive officer's designee; 36
66+(7) A representative of the National Federation of Independent 37
67+Business; 38
68+(8) The chief executive officer from a top-tier Connecticut business, 39
69+selected by the National Federation of Independent Business, or the 40
70+chief executive officer's designee; 41
71+(9) A representative of the Connecticut Coalition for Achievement 42

78-appointed by the minority leader of the Senate; 47
79-(11) Two representatives from community foundations in the state, 48
80-one of whom shall be appointed by the majority leader of the House of 49
81-Representatives, and one of whom shall be appointed by the minority 50
82-leader of the House of Representatives; 51
83-(12) A representative from an education advocacy organization, 52
84-appointed by the majority leader of the Senate; 53
85-(13) Two representatives from multinational corporations with a 54
86-physical presence in the state, appointed by the Governor; and 55
87-(14) Two representatives from an employee labor organization, 56
88-appointed by the Governor. 57
89-(c) Any member of the task force appointed under subsection (b) of 58
90-this section may be a member of the General Assembly. 59
91-(d) All appointments to the task force shall be made not later than 60
92-thirty days after the effective date of this section. Any vacancy shall be 61
93-filled by the appointing authority. Any vacancy remaining after the 62
94-first scheduled meeting of the task force shall be appointed by the 63
95-chairpersons of the task force. 64
96-(e) The chairpersons of the task force shall be elected from among 65
97-the members of the task force. Such chairpersons shall schedule the 66
98-first meeting of the task force, which shall be held not later than sixty 67
99-days after the effective date of this section. 68
100-(f) The administrative staff of the joint standing committee of the 69
101-General Assembly having cognizance of matters relating to higher 70
102-education and employment advancement shall serve as administrative 71
103-staff of the task force. 72
104-(g) Not later than February 1, 2020, and annually thereafter until 73

89+(c) Any member of the task force appointed under subsection (b) of 55
90+this section may be a member of the General Assembly. 56
91+(d) All appointments to the task force shall be made not later than 57
