914 AN ACT REQUIRING A STUDY OF THE UNITED STATES
1015 DEPARTMENT OF EDUCAT ION'S PROPOSED REGULATIONS
1116 REGARDING SEXUAL MIS CONDUCT UNDER TITLE IX OF THE
1217 ELEMENTARY AND SECON DARY EDUCATION ACT O F 1972.
1318 Be it enacted by the Senate and House of Representatives in General
1419 Assembly convened:

16-Section 1. (Effective from passage) (a) Upon issuance of the United
17-States Department of Education's Final Rule concerning sexual
18-misconduct under Title IX of the Elementary and Secondary Education
19-Act of 1972, 20 USC 1681 et seq., as amended from time to time, there
20-shall be established a task force to examine the impact of the proposed
21-regulations on students and campus safety at institutions of higher
22-education in the state.
23-(b) The task force shall consist of the following members:
24-(1) Two appointed by the speaker of the House of Representatives,
25-one of whom is a Title IX coordinator at a public institution of higher
26-education;
27-(2) Two appointed by the president pro tempore of the Senate, one
28-of whom represents a community-based sexual assault crisis service

21+Section 1. (Effective from passage) (a) There is established a task force 1
22+to study the United States Department of Education's proposed 2
23+regulations regarding sexual misconduct under Title IX of the 3
24+Elementary and Secondary Education Act of 1972, 20 USC 1681 et seq. 4
25+Such study shall include, but need not be limited to, an examination of 5
26+the impact of the proposed regulations on students and campus safety 6
27+at institutions of higher education in the state. 7
28+(b) The task force shall consist of the following members: 8
29+(1) Two appointed by the speaker of the House of Representatives, 9
30+one of whom is a Title IX coordinator at an independent institution of 10
31+higher education and one of whom is a Title IX coordinator at a public 11
32+institution of higher education; 12
33+(2) Two appointed by the president pro tempore of the Senate who 13
34+represent a community-based sexual assault crisis service center or 14

33-(3) One appointed by the majority leader of the House of
34-Representatives, who is a Title IX coordinator at an independent
35-institution of higher education;
36-(4) One appointed by the majority leader of the Senate, who is a law
37-enforcement officer at an institution of higher education and is
38-certified pursuant to section 7-297d of the general statutes;
39-(5) One appointed by the minority leader of the House of
40-Representatives, who represents a community -based domestic
41-violence agency;
42-(6) One appointed by the minority leader of the Senate, who is a
43-student at an institution of higher education; and
44-(7) Two appointed by the Governor.
45-(c) Any member of the task force appointed under subdivisions (1)
46-to (6), inclusive, of subsection (b) of this section may be a member of
47-the General Assembly.
48-(d) All appointments to the task force shall be made not later than
49-thirty days after the effective date of this section. Any vacancy shall be
50-filled by the appointing authority.
51-(e) The speaker of the House of Representatives and the president
52-pro tempore of the Senate shall select the chairpersons of the task force
53-from among the members of the task force. Such chairpersons shall
54-schedule the first meeting of the task force, which shall be held not
55-later than forty-five days after the publication in the Federal Register of
56-the United States Department of Education's Final Rule concerning
57-sexual misconduct under Title IX of the Elementary and Secondary
58-Education Act of 1972, 20 USC 1681 et seq, as amended from time to

49+(c) Any member of the task force appointed under subdivisions (1) 23
50+to (6), inclusive, of subsection (b) of this section may be a member of 24
51+the General Assembly. 25
52+(d) All appointments to the task force shall be made not later than 26

62+education and employment advancement shall serve as administrative 36
63+staff of the task force. 37
64+(g) Not later than January 1, 2020, the task force shall submit a 38
65+report on its findings and recommendations to the joint standing 39
66+committee of the General Assembly having cognizance of matters 40
67+relating to higher education and employment advancement, in 41
68+accordance with the provisions of section 11-4a of the general statutes. 42
69+The task force shall terminate on the date that it submits such report or 43 Substitute Bill No. 6890

63-(f) The administrative staff of the joint standing committee of the
64-General Assembly having cognizance of matters relating to higher
65-education and employment advancement shall serve as administrative
66-staff of the task force.
67-(g) Not later than one hundred twenty days after the first meeting,
68-the task force shall submit a report on its findings and
69-recommendations to the joint standing committee of the General
70-Assembly having cognizance of matters relating to higher education
71-and employment advancement, in accordance with the provisions of
72-section 11-4a of the general statutes. The task force shall terminate on
73-the date that it submits such report.
