2121 AN ACT CONCERNING EXEMPTIONS FROM AND MORATORIUMS
2222 ON THE APPLICABILITY OF THE AFFORDABLE HOUSING LAND
2323 USE APPEALS PROCEDURE.
2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 That subsection (k) of section 8-30g of the general statutes be 1
2828 amended to exempt from the affordable housing land use appeals 2
2929 procedure any municipality in which at least eight per cent of the 3
3030 dwellings in the municipality are assisted housing, currently financed 4
3131 by Connecticut Housing Finance Authority mortgages, subject to 5
3232 binding recorded deeds containing certain covenants or restrictions or 6
3333 certain mobile manufactured homes, and that subsection (l) of section 7
3434 8-30g of the general statutes be amended to increase the moratorium 8
3535 period on the applicability of the affordable housing land use appeals 9
3636 procedure to five years, except that for any municipality that has (1) 10
3737 twenty thousand or more dwelling units, as reported in the most 11
3838 recent United States decennial census, and (2) previously qualified for 12
3939 a moratorium in accordance with section 8-30g of the general statutes, 13

4545 Statement of Purpose:
4646 To reduce the threshold for exempting municipalities from the
4747 affordable housing land use appeals procedure and increase the term
4848 of the moratorium on the applicability of such procedure.
