AN ACT CONCERNING EXEMPTIONS FROM AND MORATORIUMS ON THE APPLICABILITY OF THE AFFORDABLE HOUSING LAND USE APPEALS PROCEDURE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That subsection (k) of section 8-30g of the general statutes be 1 amended to exempt from the affordable housing land use appeals 2 procedure any municipality in which at least eight per cent of the 3 dwellings in the municipality are assisted housing, currently financed 4 by Connecticut Housing Finance Authority mortgages, subject to 5 binding recorded deeds containing certain covenants or restrictions or 6 certain mobile manufactured homes, and that subsection (l) of section 7 8-30g of the general statutes be amended to increase the moratorium 8 period on the applicability of the affordable housing land use appeals 9 procedure to five years, except that for any municipality that has (1) 10 twenty thousand or more dwelling units, as reported in the most 11 recent United States decennial census, and (2) previously qualified for 12 a moratorium in accordance with section 8-30g of the general statutes, 13 any subsequent moratorium shall be for a period of six years. 14 Proposed Bill No. 6893 LCO No. 298 2 of 2 Statement of Purpose: To reduce the threshold for exempting municipalities from the affordable housing land use appeals procedure and increase the term of the moratorium on the applicability of such procedure.
