3131 AN ACT CONCERNING ADULTS COERCING JUVENILES TO COMMIT
3232 GANG-RELATED CRIMES.
3333 Be it enacted by the Senate and House of Representatives in General
3434 Assembly convened:

3636 That title 53a of the general statutes be amended to make it a 1
3737 criminal offense for any adult to coerce or conspire with a juvenile to 2
3838 commit a gang-related crime if the adult has knowledge that such 3
3939 juvenile is under eighteen years of age and the adult has coerced or 4
4040 conspired with the juvenile with the knowledge and intention that the 5
4141 juvenile will face a reduced criminal penalty due to the juvenile's age, 6
4242 to provide that such offense shall be a class D felony and to further 7
4343 provide that a state's attorney shall not be precluded from charging a 8
4444 person charged under such offense with any other charge available to 9
4545 the state's attorney. 10
4646 Statement of Purpose:
4747 To prevent adult offenders from utilizing juveniles in the commission
4848 of gang-related crimes.
