AN ACT CONCERNING ADULTS COERCING JUVENILES TO COMMIT 
GANG-RELATED CRIMES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 53a of the general statutes be amended to make it a 1 
criminal offense for any adult to coerce or conspire with a juvenile to 2 
commit a gang-related crime if the adult has knowledge that such 3 
juvenile is under eighteen years of age and the adult has coerced or 4 
conspired with the juvenile with the knowledge and intention that the 5 
juvenile will face a reduced criminal penalty due to the juvenile's age, 6 
to provide that such offense shall be a class D felony and to further 7 
provide that a state's attorney shall not be precluded from charging a 8 
person charged under such offense with any other charge available to 9 
the state's attorney. 10 
Statement of Purpose:   
To prevent adult offenders from utilizing juveniles in the commission 
of gang-related crimes.
