2121 AN ACT CONCERNING THE COMMUNICATION NEEDS OF PERSONS
2222 WHO ARE DEAF, HARD OF HEARING, OR DEAF -BLIND IN
2323 EMERGENCY SITUATIONS.
2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 That the general statutes be amended to require: (1) Law 1
2828 enforcement agencies to send text message alerts to persons who are 2
2929 deaf, hard of hearing or deaf-blind in schools; (2) visual lighting 3
3030 signals, video messaging and auditory alarms to relay information; (3) 4
3131 establishment of a method to allow persons who are deaf, hard of 5
3232 hearing, or deaf-blind who are sheltering during an emergency to be 6
3333 able to inform emergency responders of their location; and (4) 7
3434 emergency responders to receive basic American Sign Language 8
3535 training to allow them to communicate directions such as "hide", 9
3636 "quiet", "get down" and "run" in an emergency. 10
3737 Statement of Purpose:
3838 To address the communication needs of persons who are deaf, hard of
3939 hearing or deaf-blind in emergency situations.
