AN ACT CONCERNING THE COMMUNICATION NEEDS OF PERSONS 
WHO ARE DEAF, HARD OF HEARING, OR DEAF -BLIND IN 
EMERGENCY SITUATIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require: (1) Law 1 
enforcement agencies to send text message alerts to persons who are 2 
deaf, hard of hearing or deaf-blind in schools; (2) visual lighting 3 
signals, video messaging and auditory alarms to relay information; (3) 4 
establishment of a method to allow persons who are deaf, hard of 5 
hearing, or deaf-blind who are sheltering during an emergency to be 6 
able to inform emergency responders of their location; and (4) 7 
emergency responders to receive basic American Sign Language 8 
training to allow them to communicate directions such as "hide", 9 
"quiet", "get down" and "run" in an emergency. 10 
Statement of Purpose:   
To address the communication needs of persons who are deaf, hard of 
hearing  or deaf-blind in emergency situations.
