19 | 19 | | Section 1. Section 10-16b of the general statutes is repealed and the 1 |
---|
20 | 20 | | following is substituted in lieu thereof (Effective July 1, 2019): 2 |
---|
21 | 21 | | (a) In the public schools the program of instruction offered shall 3 |
---|
22 | 22 | | include at least the following subject matter, as taught by legally 4 |
---|
23 | 23 | | qualified teachers, the arts; career education; consumer education; 5 |
---|
24 | 24 | | health and safety, including, but not limited to, human growth and 6 |
---|
25 | 25 | | development, nutrition, first aid, including cardiopulmonary 7 |
---|
26 | 26 | | resuscitation training in accordance with the provisions of section 10-8 |
---|
27 | 27 | | 16qq, disease prevention and cancer awareness, including, but not 9 |
---|
28 | 28 | | limited to, age and developmentally appropriate instruction in 10 |
---|
29 | 29 | | performing self-examinations for the purposes of screening for breast 11 |
---|
30 | 30 | | cancer and testicular cancer, community and consumer health, 12 |
---|
31 | 31 | | physical, mental and emotional health, including youth suicide 13 |
---|
32 | 32 | | prevention, substance abuse prevention, including instruction relating 14 |
---|
33 | 33 | | to opioid use and related disorders, safety, which shall include the safe 15 |
---|
34 | 34 | | use of social media, as defined in section 9-601, and may include the 16 |
---|
35 | 35 | | dangers of gang membership, and accident prevention; language arts, 17 |
---|
36 | 36 | | including reading, writing, grammar, speaking and spelling; 18 |
---|
37 | 37 | | mathematics; physical education; science, which may include the 19 Substitute Bill No. 7083 |
---|

44 | 44 | | climate change curriculum described in subsection (d) of this section; 20 |
---|
45 | 45 | | social studies, including, but not limited to, citizenship, economics, 21 |
---|
46 | 46 | | geography, government, history and Holocaust and genocide 22 |
---|
47 | 47 | | education and awareness in accordance with the provisions of section 23 |
---|
48 | 48 | | 10-18f; Puerto Rican and Latino studies in accordance with the 24 |
---|
49 | 49 | | provisions of section 2 of this act; computer programming instruction; 25 |
---|
50 | 50 | | and in addition, on at least the secondary level, one or more world 26 |
---|
51 | 51 | | languages and vocational education. For purposes of this subsection, 27 |
---|
52 | 52 | | world languages shall include American Sign Language, provided 28 |
---|
53 | 53 | | such subject matter is taught by a qualified instructor under the 29 |
---|
54 | 54 | | supervision of a teacher who holds a certificate issued by the State 30 |
---|
55 | 55 | | Board of Education. For purposes of this subsection, the "arts" means 31 |
---|
56 | 56 | | any form of visual or performing arts, which may include, but not be 32 |
---|
57 | 57 | | limited to, dance, music, art and theatre. 33 |
---|
58 | 58 | | (b) If a local or regional board of education requires its pupils to 34 |
---|
59 | 59 | | take a course in a world language, the parent or guardian of a pupil 35 |
---|
60 | 60 | | identified as deaf or hard of hearing may request in writing that such 36 |
---|
61 | 61 | | pupil be exempted from such requirement and, if such a request is 37 |
---|
62 | 62 | | made, such pupil shall be exempt from such requirement. 38 |
---|
63 | 63 | | (c) Each local and regional board of education shall on September 1, 39 |
---|
64 | 64 | | 1982, and annually thereafter at such time and in such manner as the 40 |
---|
65 | 65 | | Commissioner of Education shall request, attest to the State Board of 41 |
---|
66 | 66 | | Education that such local or regional board of education offers at least 42 |
---|
67 | 67 | | the program of instruction required pursuant to this section, and that 43 |
---|
68 | 68 | | such program of instruction is planned, ongoing and systematic. 44 |
---|
69 | 69 | | (d) The State Board of Education shall make available curriculum 45 |
---|
70 | 70 | | materials and such other materials as may assist local and regional 46 |
---|
71 | 71 | | boards of education in developing instructional programs pursuant to 47 |
---|
72 | 72 | | this section. The State Board of Education, within available 48 |
---|
73 | 73 | | appropriations and utilizing available resource materials, shall assist 49 |
---|
74 | 74 | | and encourage local and regional boards of education to include: (1) 50 |
---|
75 | 75 | | Holocaust and genocide education and awareness; (2) the historical 51 |
---|
76 | 76 | | events surrounding the Great Famine in Ireland; (3) African-American 52 Substitute Bill No. 7083 |

84 | 84 | | American history; (6) personal financial management, including, but 54 |

85 | 85 | | not limited to, financial literacy as developed in the plan provided 55 |

86 | 86 | | under section 10-16pp; (7) training in cardiopulmonary resuscitation 56 |
---|
87 | 87 | | and the use of automatic external defibrillators; (8) labor history and 57 |
---|
88 | 88 | | law, including organized labor, the collective bargaining process, 58 |
---|
89 | 89 | | existing legal protections in the workplace, the history and economics 59 |
---|
90 | 90 | | of free market capitalism and entrepreneurialism, and the role of labor 60 |
---|
91 | 91 | | and capitalism in the development of the American and world 61 |
---|
92 | 92 | | economies; (9) climate change consistent with the Next Generation 62 |
---|
93 | 93 | | Science Standards; (10) topics approved by the state board upon the 63 |
---|
94 | 94 | | request of local or regional boards of education as part of the program 64 |
---|
95 | 95 | | of instruction offered pursuant to subsection (a) of this section; and 65 |
---|
96 | 96 | | (11) instruction relating to the Safe Haven Act, sections 17a-57 to 17a-66 |
---|
97 | 97 | | 61, inclusive. The Department of Energy and Environmental Protection 67 |
---|
98 | 98 | | shall be available to each local and regional board of education for the 68 |
---|
99 | 99 | | development of curriculum on climate change as described in this 69 |
---|
100 | 100 | | subsection. 70 |
---|
101 | 101 | | Sec. 2. (NEW) (Effective July 1, 2019) (a) For the school year 71 |
---|
102 | 102 | | commencing July 1, 2019, and each school year thereafter, each local 72 |
---|
103 | 103 | | and regional board of education shall include Puerto Rican and Latino 73 |
---|
104 | 104 | | studies as part of the curriculum for the school district, pursuant to 74 |
---|
105 | 105 | | section 10-16b of the general statutes, as amended by this act. In 75 |
---|
106 | 106 | | developing and implementing the Puerto Rican and Latino studies 76 |
---|
107 | 107 | | curriculum, the board may utilize existing and appropriate public or 77 |
---|
108 | 108 | | private materials, personnel and other resources, including the 78 |
---|
109 | 109 | | curriculum materials made available by the State Board of Education 79 |
---|
110 | 110 | | pursuant to subsection (d) of section 10-16b of the general statutes, as 80 |
---|
111 | 111 | | amended by this act. 81 |
---|
112 | 112 | | (b) A local or regional board of education may accept gifts, grants 82 |
---|
113 | 113 | | and donations, including in-kind donations, designated for the 83 |
---|
114 | 114 | | development and implementation of the Puerto Rican and Latino 84 |
---|

130 | 130 | | credits in the humanities, including civics and the arts; (2) nine credits 94 |

131 | 131 | | in science, technology, engineering and mathematics; (3) one credit in 95 |
---|
132 | 132 | | physical education and wellness; (4) one credit in health and safety 96 |
---|
133 | 133 | | education, as described in section 10-16b, as amended by this act; (5) 97 |
---|
134 | 134 | | one credit in world languages, subject to the provisions of subsection 98 |
---|
135 | 135 | | (g) of this section; and (6) a one credit mastery-based diploma 99 |
---|
136 | 136 | | assessment. At least one credit, which may count towards any of the 100 |
---|
137 | 137 | | requirements described in subdivisions (1) to (6), inclusive, of this 101 |
---|
138 | 138 | | subsection shall be in Puerto Rican and Latino studies. 102 |
---|
139 | 139 | | Sec. 4. Subsection (g) of section 10-221a of the general statutes is 103 |
---|

152 | 152 | | technical education, virtual learning, work-based learning, service 116 |
---|
153 | 153 | | learning, dual enrollment and early college, courses taken in middle 117 |
---|

167 | 167 | | graduation requirement upon the successful completion of a world 125 |
---|
168 | 168 | | language course (A) in grade six, seven or eight, (B) through on-line 126 |
---|
169 | 169 | | coursework, or (C) offered privately through a nonprofit provider, 127 |

170 | 170 | | provided such student achieves a passing grade on an examination 128 |
---|
171 | 171 | | prescribed, within available appropriations, by the Commissioner of 129 |

172 | 172 | | Education and such credits do not exceed four; (4) toward meeting the 130 |
