24 | 24 | That title 4e of the general statutes be amended to expand the 1 | |
25 | 25 | requirements for privatizing state services by (1) including quasi-2 | |
26 | 26 | public agencies; (2) adding additional requirements for privatizing 3 | |
27 | 27 | services that are currently privatized; (3) requiring state and quasi-4 | |
28 | 28 | public agencies that enter into certain privatization contracts to submit 5 | |
29 | 29 | plans for hiring more state employees; (4) prohibiting certain 6 | |
30 | 30 | privatization contracts (A) without the Attorney General's formal 7 | |
31 | 31 | approval, and (B) unless certain certifications are posted on the State 8 | |
32 | 32 | Contracting Portal at least thirty days before the contract's execution; 9 | |
33 | 33 | (5) expanding the State Contracting Standards Board's authority over 10 | |
34 | 34 | the constituent units of higher education; and (6) requiring state 11 | |
35 | 35 | contracting agencies to assume certain duties if the State Contracting 12 | |
36 | 36 | Standards Board is determined to be understaffed. 13 | |
