AN ACT CONCERNING THE STATE CONTRACTING STANDARDS 
BOARD AND REQUIREMENTS FOR PRIVATIZATION CONTRACTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 4e of the general statutes be amended to expand the 1 
requirements for privatizing state services by (1) including quasi-2 
public agencies; (2) adding additional requirements for privatizing 3 
services that are currently privatized; (3) requiring state and quasi-4 
public agencies that enter into certain privatization contracts to submit 5 
plans for hiring more state employees; (4) prohibiting certain 6 
privatization contracts (A) without the Attorney General's formal 7 
approval, and (B) unless certain certifications are posted on the State 8 
Contracting Portal at least thirty days before the contract's execution; 9 
(5) expanding the State Contracting Standards Board's authority over 10 
the constituent units of higher education; and (6) requiring state 11 
contracting agencies to assume certain duties if the State Contracting 12 
Standards Board is determined to be understaffed. 13

To make state contracting cost effective.
