AN ACT EXPANDING THE KATIE BECKETT WAIVER PROGRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) The sum of ____ dollars is 1 
appropriated to the Department of Social Services, from the General 2 
Fund, for the fiscal year ending June 30, 2020, to increase capacity for 3 
and reduce the waiting list of the Medicaid waiver program 4 
established pursuant to section 17b-283 of the general statutes that 5 
provides home and community-based services to persons who (1) are 6 
institutionalized or at risk of institutionalization; (2) are twenty-one 7 
years of age or younger; (3) have a physical disability and may also 8 
have a co-occurring developmental disability; and (4) meet the 9 
financial eligibility criteria established for the waiver program.  10 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section 
 
Statement of Legislative Commissioners:   
In Section 1, "(1)" was inserted before "are institutionalized", "and who" 
was deleted after "institutionalization" and replaced with a semicolon 
and existing subdivision designators "(1)" to "(3)", inclusive, were 
changed to "(2)" to "(4)", inclusive, for clarity.
