21	21	AN ACT CONCERNING CO MMUTER RAIL INFRASTRUCTURE.
22	22	Be it enacted by the Senate and House of Representatives in General
23	23	Assembly convened:

25	25	Section 1. (Effective from passage) The Commissioner of 1
26	26	Transportation shall implement the following commuter rail projects 2
27	27	and initiatives: 3
28	28	(1) Providing wireless Internet accessibility to commuters on the 4
29	29	New Haven Line, as defined in section 13b-79o of the general statutes; 5
30	30	(2) Expanding the Danbury branch of the New Haven Line to 6
31	31	include the town of New Milford; 7
32	32	(3) Developing a new commuter rail station in the town of 8
33	33	Newington and on New Park Avenue in the town of West Hartford; 9
34	34	(4) Adding a roof or canopy covering at the Talmadge Hill 10
35	35	commuter rail station in the town of New Canaan to protect 11
36	36	commuters from rain and snow; 12
37	37	(5) Adding a passing siding at the New Canaan commuter rail 13 Raised Bill No. 7098

43	43	station in the town of New Canaan; 14
44	44	(6) Expanding the northbound side of the parking lot and the train 15
45	45	platforms at the Stratford commuter rail station in the town of 16
46	46	Stratford; and 17
47	47	(7) Increasing the number of trains and frequency of service on the 18
48	48	Waterbury branch of the New Haven Line and expanding such branch 19
49	49	to include the towns of Seymour, Shelton and Derby. 20
50	50	Sec. 2. Section 13b-344a of the general statutes is repealed and the 21
51	51	following is substituted in lieu thereof (Effective October 1, 2019): 22
52	52	No person shall cross railroad tracks at a designated railroad grade 23
53	53	crossing when warned by an automatic signal, crossing gates, flagman 24
54	54	or law enforcement officer of the approach of a railroad locomotive, a 25
55	55	railroad car or train or other equipment on the railroad tracks or when 26
56	56	otherwise warned of the approach of such [a] locomotive, car or train 27
57	57	or equipment. Violation of this section shall be an infraction. 28
58	58	This act shall take effect as follows and shall amend the following

65	65	To (1) require the Commissioner of Transportation to implement
66	66	various commuter rail projects and initiatives, and (2) prohibit a
67	67	person from crossing railroad tracks when warned of the approach of
68	68	equipment on such tracks.
