AN ACT CONCERNING CO MMUTER RAIL INFRASTRUCTURE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Commissioner of 1 
Transportation shall implement the following commuter rail projects 2 
and initiatives: 3 
(1) Providing wireless Internet accessibility to commuters on the 4 
New Haven Line, as defined in section 13b-79o of the general statutes; 5 
(2) Expanding the Danbury branch of the New Haven Line to 6 
include the town of New Milford; 7 
(3) Developing a new commuter rail station in the town of 8 
Newington and on New Park Avenue in the town of West Hartford; 9 
(4) Adding a roof or canopy covering at the Talmadge Hill 10 
commuter rail station in the town of New Canaan to protect 11 
commuters from rain and snow; 12 
(5) Adding a passing siding at the New Canaan commuter rail 13  Raised Bill No.  7098

station in the town of New Canaan;  14 
(6) Expanding the northbound side of the parking lot and the train 15 
platforms at the Stratford commuter rail station in the town of 16 
Stratford; and 17 
(7) Increasing the number of trains and frequency of service on the 18 
Waterbury branch of the New Haven Line and expanding such branch 19 
to include the towns of Seymour, Shelton and Derby. 20 
Sec. 2. Section 13b-344a of the general statutes is repealed and the 21 
following is substituted in lieu thereof (Effective October 1, 2019): 22 
No person shall cross railroad tracks at a designated railroad grade 23 
crossing when warned by an automatic signal, crossing gates, flagman 24 
or law enforcement officer of the approach of a railroad locomotive, a 25 
railroad car or train or other equipment on the railroad tracks or when 26 
otherwise warned of the approach of such [a] locomotive, car or train 27 
or equipment. Violation of this section shall be an infraction.  28 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To (1) require the Commissioner of Transportation to implement 
various commuter rail projects and initiatives, and (2) prohibit a 
person from crossing railroad tracks when warned of the approach of 
equipment on such tracks.
