1419 AN ACT CONCERNING RE VISIONS TO THE COMPREHENSIVE
15-SCHOOL HEALTH EDUCAT ION CURRICULUM AND THE
16-AVAILABILITY OF INFORMATION ON THE DANGE RS OF VAPING
17-FOR USE BY SCHOOL DISTRICTS.

1823 Be it enacted by the Senate and House of Representatives in General

21-Section 1. (Effective from passage) Not later than January 1, 2020, the 1

29-(d) The State Board of Education shall make available curriculum 9
30-materials and such other materials as may assist local and regional 10
31-boards of education in developing instructional programs pursuant to 11
32-this section. The State Board of Education, within available 12
33-appropriations and utilizing available resource materials, shall assist 13
34-and encourage local and regional boards of education to include: (1) 14
35-Holocaust and genocide education and awareness; (2) the historical 15
36-events surrounding the Great Famine in Ireland; (3) African-American 16
37-history; (4) Puerto Rican history; (5) Native American history; (6) 17 Substitute Bill No. 7111
34+(a) In the public schools the program of instruction offered shall 9
35+include at least the following subject matter, as taught by legally 10
36+qualified teachers, the arts; career education; consumer education; 11
37+health and safety, including, but not limited to, human growth and 12
38+development, nutrition, first aid, including cardiopulmonary 13 Raised Bill No. 7111

44-personal financial management, including, but not limited to, financial 18
45-literacy as developed in the plan provided under section 10-16pp; (7) 19
46-training in cardiopulmonary resuscitation and the use of automatic 20
47-external defibrillators; (8) labor history and law, including organized 21
48-labor, the collective bargaining process, existing legal protections in the 22
49-workplace, the history and economics of free market capitalism and 23
50-entrepreneurialism, and the role of labor and capitalism in the 24
51-development of the American and world economies; (9) climate 25
52-change consistent with the Next Generation Science Standards; (10) 26
53-topics approved by the state board upon the request of local or 27
54-regional boards of education as part of the program of instruction 28
55-offered pursuant to subsection (a) of this section; [and] (11) instruction 29
56-relating to the Safe Haven Act, sections 17a-57 to 17a-61, inclusive; and 30
57-(12) instruction relating to the dangers and health consequences of 31
58-using electronic nicotine delivery systems and vapor products. The 32
59-Department of Energy and Environmental Protection shall be available 33
60-to each local and regional board of education for the development of 34
61-curriculum on climate change as described in this subsection. 35

44+resuscitation training in accordance with the provisions of section 10-14
45+16qq, disease prevention and cancer awareness, including, but not 15
46+limited to, age and developmentally appropriate instruction in 16
47+performing self-examinations for the purposes of screening for breast 17
48+cancer and testicular cancer, community and consumer health, 18
49+physical, mental and emotional health, including youth suicide 19
50+prevention, substance abuse prevention, including instruction relating 20
51+to opioid use, the dangers of vaping and related disorders, safety, 21
52+which shall include the safe use of social media, as defined in section 9-22
53+601, and may include the dangers of gang membership, and accident 23
54+prevention; language arts, including reading, writing, grammar, 24
55+speaking and spelling; mathematics; physical education; science, 25
56+which may include the climate change curriculum described in 26
57+subsection (d) of this section; social studies, including, but not limited 27
58+to, citizenship, economics, geography, government, history and 28
59+Holocaust and genocide education and awareness in accordance with 29
60+the provisions of section 10-18f; computer programming instruction; 30
61+and in addition, on at least the secondary level, one or more world 31
62+languages and vocational education. For purposes of this subsection, 32
63+world languages shall include American Sign Language, provided 33
64+such subject matter is taught by a qualified instructor under the 34
65+supervision of a teacher who holds a certificate issued by the State 35
66+Board of Education. For purposes of this subsection, the "arts" means 36
67+any form of visual or performing arts, which may include, but not be 37
68+limited to, dance, music, art and theatre. 38
