AN ACT CONCERNING RE VISIONS TO THE COMPR EHENSIVE 
SCHOOL HEALTH EDUCAT ION CURRICULUM AND THE 
AVAILABILITY OF INFORMATION ON THE DANGE RS OF VAPING 
FOR USE BY SCHOOL DISTRICTS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) Not later than January 1, 2020, the 1 
Department of Education shall include the role of consent in sexual 2 
relationships in the comprehensive school health education component 3 
of the Healthy and Balanced Living Curriculum Framework developed 4 
by the department in 2006. 5 
Sec. 2. Subsection (d) of section 10-16b of the general statutes is 6 
repealed and the following is substituted in lieu thereof (Effective July 7 
1, 2019): 8 
(d) The State Board of Education shall make available curriculum 9 
materials and such other materials as may assist local and regional 10 
boards of education in developing instructional programs pursuant to 11 
this section. The State Board of Education, within available 12 
appropriations and utilizing available resource materials, shall assist 13 
and encourage local and regional boards of education to include: (1) 14 
Holocaust and genocide education and awareness; (2) the historical 15 
events surrounding the Great Famine in Ireland; (3) African-American 16 
history; (4) Puerto Rican history; (5) Native American history; (6) 17  Substitute Bill No. 7111

personal financial management, including, but not limited to, financial 18 
literacy as developed in the plan provided under section 10-16pp; (7) 19 
training in cardiopulmonary resuscitation and the use of automatic 20 
external defibrillators; (8) labor history and law, including organized 21 
labor, the collective bargaining process, existing legal protections in the 22 
workplace, the history and economics of free market capitalism and 23 
entrepreneurialism, and the role of labor and capitalism in the 24 
development of the American and world economies; (9) climate 25 
change consistent with the Next Generation Science Standards; (10) 26 
topics approved by the state board upon the request of local or 27 
regional boards of education as part of the program of instruction 28 
offered pursuant to subsection (a) of this section; [and] (11) instruction 29 
relating to the Safe Haven Act, sections 17a-57 to 17a-61, inclusive; and 30 
(12) instruction relating to the dangers and health consequences of 31 
using electronic nicotine delivery systems and vapor products. The 32 
Department of Energy and Environmental Protection shall be available 33 
to each local and regional board of education for the development of 34 
curriculum on climate change as described in this subsection.  35 
This act shall take effect as follows and shall amend the following 
sections:
