AN ACT FUNDING THE UNFUNDED PENSION LIABILITY PORTION
OF THE FRINGE BENEFIT COST FOR CERTAIN EMPLOYEES OF THE
CONSTITUENT UNITS OF THE STATE SYSTEM OF HIGHER
EDUCATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective July 1, 2019) For the fiscal year ending 1
June 30, 2020, and for each fiscal year thereafter, the Comptroller shall 2
fund, from resources appropriated for the State Comptroller-Fringe 3
Benefits, the unfunded pension liability portion of the fringe benefit 4
costs of the constituent units of the state system of higher education for 5
employees compensated through resources other than the General 6
Fund. Nothing in this section shall change the funding by the 7
Comptroller of the fringe benefit costs of the constituent units of the 8
state system of higher education for employees compensated through 9
the General Fund from resources appropria ted for the State 10
Comptroller-Fringe Benefits. 11 Raised Bill No. 7118

This act shall take effect as follows and shall amend the following
sections:
Section 1 July 1, 2019 New section
Statement of Purpose:
To prohibit the passing of unfunded pension liabilities to students and
recipients of research grants through the fringe benefit rates of non-
General Fund employees at public institutions of higher education.
