25 | 24 | | Section 1. Section 15-120j of the general statutes is repealed and the 1 |

26 | 25 | | following is substituted in lieu thereof (Effective from passage): 2 |

27 | 26 | | (a) The authority shall maintain and improve Tweed-New Haven 3 |
---|
28 | 27 | | Airport as an important economic development asset for the south 4 |
---|
29 | 28 | | central Connecticut region which is comprised of the towns and cities 5 |
---|
30 | 29 | | of Bethany, Branford, East Haven, Guilford, Hamden, Madison, 6 |
---|
31 | 30 | | Milford, New Haven, North Branford, North Haven, Orange, 7 |
---|
32 | 31 | | Wallingford, West Haven and Woodbridge. The authority shall have 8 |
---|
33 | 32 | | the following powers and duties and may exercise such powers in its 9 |
---|
34 | 33 | | own name: (1) To manage, maintain, supervise and operate Tweed-10 |
---|
35 | 34 | | New Haven Airport; (2) to do all things necessary to maintain working 11 |
---|
36 | 35 | | relationships with the state, municipalities and persons, and conduct 12 |
---|
37 | 36 | | the business of a regional airport, in accordance with applicable 13 |
---|
38 | 37 | | statutes and regulations; (3) to charge reasonable fees for the services it 14 |
---|
47 | 45 | | and agreements for goods and equipment and for services with 17 |
---|
48 | 46 | | airlines, concessions, counsel, engineers, architects, private consultants 18 |
---|
49 | 47 | | and advisors; (5) to contract for the construction, reconstruction, 19 |
---|
50 | 48 | | enlargement or alteration of airport projects with private persons and 20 |
---|
51 | 49 | | firms in accordance with such terms and conditions as the authority 21 |
---|
52 | 50 | | shall determine; (6) to make plans and conduct studies in conjunction 22 |
---|
53 | 51 | | with the Federal Aviation Administration or other state or federal 23 |
---|
54 | 52 | | agencies; (7) to apply for and receive grant funds for airport purposes; 24 |
---|
55 | 53 | | (8) to plan and enter into contracts with municipalities, the state, 25 |
---|
56 | 54 | | businesses and other entities to finance the operations and debt of the 26 |
---|
57 | 55 | | airport, including compensation to the host municipalities of New 27 |
---|
58 | 56 | | Haven and East Haven for the use of the land occupied by the airport; 28 |
---|
59 | 57 | | (9) to borrow funds for airport purposes for such consideration and 29 |
---|
60 | 58 | | upon such terms as the authority may determine to be reasonable; (10) 30 |
---|
61 | 59 | | to employ a staff necessary to carry out its functions and purposes and 31 |
---|
62 | 60 | | fix the duties, compensation and benefits of such staff; (11) to issue and 32 |
---|
63 | 61 | | sell bonds and to use the proceeds of such bonds for capital 33 |
---|
64 | 62 | | improvements to the airport; (12) to acquire property by purchase or 34 |
---|
65 | 63 | | lease for airport purposes, subject to applicable requirements of federal 35 |
---|
66 | 64 | | law and regulation; (13) to prepare and issue budgets, reports, 36 |
---|
67 | 65 | | procedures, audits and such other materials as may be necessary and 37 |
---|
68 | 66 | | desirable to its purposes; and (14) to exercise all other powers granted 38 |
---|
69 | 67 | | to such an authority by law. 39 |
---|
70 | 68 | | (b) The authority shall have full control of the operation and 40 |
---|
71 | 69 | | management of the airport, including land, buildings and easements 41 |
---|
72 | 70 | | by means of a lease to the authority by the city of New Haven and the 42 |
---|
73 | 71 | | town of East Haven. 43 |

74 | 72 | | [(c) Notwithstanding the provisions of subsections (a) and (b) of this 44 |

75 | 73 | | section, Runway 2-20 of the airport shall not exceed the existing paved 45 |
