2019 AN ACT CONCERNING TH E LENGTH OF RUNWAY 2-20 AT TWEED-
2120 NEW HAVEN AIRPORT.
2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. Section 15-120j of the general statutes is repealed and the 1
2625 following is substituted in lieu thereof (Effective from passage): 2
2726 (a) The authority shall maintain and improve Tweed-New Haven 3
2827 Airport as an important economic development asset for the south 4
2928 central Connecticut region which is comprised of the towns and cities 5
3029 of Bethany, Branford, East Haven, Guilford, Hamden, Madison, 6
3130 Milford, New Haven, North Branford, North Haven, Orange, 7
3231 Wallingford, West Haven and Woodbridge. The authority shall have 8
3332 the following powers and duties and may exercise such powers in its 9
3433 own name: (1) To manage, maintain, supervise and operate Tweed-10
3534 New Haven Airport; (2) to do all things necessary to maintain working 11
3635 relationships with the state, municipalities and persons, and conduct 12
3736 the business of a regional airport, in accordance with applicable 13
3837 statutes and regulations; (3) to charge reasonable fees for the services it 14
39-performs and modify, reduce or increase such fees, provided fees shall 15

44+apply uniformly to all airport users; (4) to enter into contracts, leases 16
4745 and agreements for goods and equipment and for services with 17
4846 airlines, concessions, counsel, engineers, architects, private consultants 18
4947 and advisors; (5) to contract for the construction, reconstruction, 19
5048 enlargement or alteration of airport projects with private persons and 20
5149 firms in accordance with such terms and conditions as the authority 21
5250 shall determine; (6) to make plans and conduct studies in conjunction 22
5351 with the Federal Aviation Administration or other state or federal 23
5452 agencies; (7) to apply for and receive grant funds for airport purposes; 24
5553 (8) to plan and enter into contracts with municipalities, the state, 25
5654 businesses and other entities to finance the operations and debt of the 26
5755 airport, including compensation to the host municipalities of New 27
5856 Haven and East Haven for the use of the land occupied by the airport; 28
5957 (9) to borrow funds for airport purposes for such consideration and 29
6058 upon such terms as the authority may determine to be reasonable; (10) 30
6159 to employ a staff necessary to carry out its functions and purposes and 31
6260 fix the duties, compensation and benefits of such staff; (11) to issue and 32
6361 sell bonds and to use the proceeds of such bonds for capital 33
6462 improvements to the airport; (12) to acquire property by purchase or 34
6563 lease for airport purposes, subject to applicable requirements of federal 35
6664 law and regulation; (13) to prepare and issue budgets, reports, 36
6765 procedures, audits and such other materials as may be necessary and 37
6866 desirable to its purposes; and (14) to exercise all other powers granted 38
6967 to such an authority by law. 39
7068 (b) The authority shall have full control of the operation and 40
7169 management of the airport, including land, buildings and easements 41
7270 by means of a lease to the authority by the city of New Haven and the 42
7371 town of East Haven. 43
