Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 15-120j of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective from passage): 2 (a) The authority shall maintain and improve Tweed-New Haven 3 Airport as an important economic development asset for the south 4 central Connecticut region which is comprised of the towns and cities 5 of Bethany, Branford, East Haven, Guilford, Hamden, Madison, 6 Milford, New Haven, North Branford, North Haven, Orange, 7 Wallingford, West Haven and Woodbridge. The authority shall have 8 the following powers and duties and may exercise such powers in its 9 own name: (1) To manage, maintain, supervise and operate Tweed-10 New Haven Airport; (2) to do all things necessary to maintain working 11 relationships with the state, municipalities and persons, and conduct 12 the business of a regional airport, in accordance with applicable 13 statutes and regulations; (3) to charge reasonable fees for the services it 14 performs and modify, reduce or increase such fees, provided fees shall 15 apply uniformly to all airport users; (4) to enter into contracts, leases 16 Raised Bill No. 7143 LCO 3732 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07143- R01-HB.docx } 2 of 3 and agreements for goods and equipment and for services with 17 airlines, concessions, counsel, engineers, architects, private consultants 18 and advisors; (5) to contract for the construction, reconstruction, 19 enlargement or alteration of airport projects with private persons and 20 firms in accordance with such terms and conditions as the authority 21 shall determine; (6) to make plans and conduct studies in conjunction 22 with the Federal Aviation Administration or other state or federal 23 agencies; (7) to apply for and receive grant funds for airport purposes; 24 (8) to plan and enter into contracts with municipalities, the state, 25 businesses and other entities to finance the operations and debt of the 26 airport, including compensation to the host municipalities of New 27 Haven and East Haven for the use of the land occupied by the airport; 28 (9) to borrow funds for airport purposes for such consideration and 29 upon such terms as the authority may determine to be reasonable; (10) 30 to employ a staff necessary to carry out its functions and purposes and 31 fix the duties, compensation and benefits of such staff; (11) to issue and 32 sell bonds and to use the proceeds of such bonds for capital 33 improvements to the airport; (12) to acquire property by purchase or 34 lease for airport purposes, subject to applicable requirements of federal 35 law and regulation; (13) to prepare and issue budgets, reports, 36 procedures, audits and such other materials as may be necessary and 37 desirable to its purposes; and (14) to exercise all other powers granted 38 to such an authority by law. 39 (b) The authority shall have full control of the operation and 40 management of the airport, including land, buildings and easements 41 by means of a lease to the authority by the city of New Haven and the 42 town of East Haven. 43 [(c) Notwithstanding the provisions of subsections (a) and (b) of this 44 section, Runway 2-20 of the airport shall not exceed the existing paved 45 runway length of five thousand six hundred linear feet.] 46 This act shall take effect as follows and shall amend the following sections: Raised Bill No. 7143 LCO 3732 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07143- R01-HB.docx } 3 of 3 Section 1 from passage 15-120j TRA Joint Favorable
