20	20	AN ACT CONCERNING TH E PRESERVATION OF HIST ORICAL
21	21	RECORDS AND ACCESS T O RESTRICTED RECORDS IN THE STATE
22	22	ARCHIVES.
23	23	Be it enacted by the Senate and House of Representatives in General
24	24	Assembly convened:

26	26	Section 1. (NEW) (Effective October 1, 2019) Any record transferred to 1
27	27	the state archives established in section 11-1c of the general statutes 2
28	28	that the State Archivist determines to be a record of historical value 3
29	29	shall be retained for posterity and title to such record shall vest in the 4
30	30	state archives. 5
31	31	Sec. 2. (NEW) (Effective October 1, 2019, and applicable to requests to 6
32	32	inspect records made on or after said date) (a) For the purposes of this 7
33	33	section: 8
34	34	(1) "Public record" has the same meaning as "public record or file" in 9
35	35	section 1-200 of the general statutes; and 10
36	36	(2) "State archives" has the same meaning as described in section 11-11
37	37	1c of the general statutes. 12

44	44	(b) Notwithstanding any provision of the general statutes providing 13
45	45	that a particular public record is confidential, and except as provided 14
46	46	in subsection (c) of this section, any person may inspect any such 15
47	47	record contained in the state archives if such record was created fifty 16
48	48	years or more prior to the date of the request to inspect such record. 17
49	49	(c) Notwithstanding any provision of the general statutes providing 18
50	50	that a particular public record is confidential, if the public record is 19
51	51	contained in the state archives and relates to a natural person, any 20
52	52	person may inspect such record if (1) such record was created fifty 21
53	53	years or more prior to the date of the request to inspect such record, or 22
54	54	(2) the date of the request to inspect such record occurs fifty years or 23
55	55	more after the death of the person who is the subject of such record, 24
56	56	whichever is later. 25
57	57	This act shall take effect as follows and shall amend the following
