2020 AN ACT CONCERNING TH E PRESERVATION OF HIST ORICAL
2121 RECORDS AND ACCESS T O RESTRICTED RECORDS IN THE STATE

2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 Section 1. (NEW) (Effective October 1, 2019) Any record transferred to 1
2727 the state archives established in section 11-1c of the general statutes 2
2828 that the State Archivist determines to be a record of historical value 3
2929 shall be retained for posterity and title to such record shall vest in the 4
3030 state archives. 5
3131 Sec. 2. (NEW) (Effective October 1, 2019, and applicable to requests to 6
3232 inspect records made on or after said date) (a) For the purposes of this 7
3333 section: 8
3434 (1) "Public record" has the same meaning as "public record or file" in 9
3535 section 1-200 of the general statutes; and 10
3636 (2) "State archives" has the same meaning as described in section 11-11
3737 1c of the general statutes. 12

4444 (b) Notwithstanding any provision of the general statutes providing 13
4545 that a particular public record is confidential, and except as provided 14
4646 in subsection (c) of this section, any person may inspect any such 15
4747 record contained in the state archives if such record was created fifty 16
4848 years or more prior to the date of the request to inspect such record. 17
4949 (c) Notwithstanding any provision of the general statutes providing 18
5050 that a particular public record is confidential, if the public record is 19
5151 contained in the state archives and relates to a natural person, any 20
5252 person may inspect such record if (1) such record was created fifty 21
5353 years or more prior to the date of the request to inspect such record, or 22
5454 (2) the date of the request to inspect such record occurs fifty years or 23
5555 more after the death of the person who is the subject of such record, 24
5656 whichever is later. 25
