AN ACT CONCERNING TH E PRESERVATION OF HIST ORICAL 
RECORDS AND ACCESS T O RESTRICTED RECORDS IN THE STATE 
ARCHIVES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) Any record transferred to 1 
the state archives established in section 11-1c of the general statutes 2 
that the State Archivist determines to be a record of historical value 3 
shall be retained for posterity and title to such record shall vest in the 4 
state archives. 5 
Sec. 2. (NEW) (Effective October 1, 2019, and applicable to requests to 6 
inspect records made on or after said date) (a) For the purposes of this 7 
section: 8 
(1) "Public record" has the same meaning as "public record or file" in 9 
section 1-200 of the general statutes; and 10 
(2) "State archives" has the same meaning as described in section 11-11 
1c of the general statutes. 12

(b) Notwithstanding any provision of the general statutes providing 13 
that a particular public record is confidential, and except as provided 14 
in subsection (c) of this section, any person may inspect any such 15 
record contained in the state archives if such record was created fifty 16 
years or more prior to the date of the request to inspect such record.  17 
(c) Notwithstanding any provision of the general statutes providing 18 
that a particular public record is confidential, if the public record is 19 
contained in the state archives and relates to a natural person, any 20 
person may inspect such record if (1) such record was created fifty 21 
years or more prior to the date of the request to inspect such record, or 22 
(2) the date of the request to inspect such record occurs fifty years or 23 
more after the death of the person who is the subject of such record, 24 
whichever is later. 25 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the preservation of records of historical value and to lift 
restrictions on access to public records contained in the state archives 
after a certain amount of time has passed.
