1219 AN ACT ESTABLISHING A PILOT PROGRAM TO PROVIDE
13-INCENTIVES FOR EDUCA TORS TO LIVE IN CERTAIN
14-MUNICIPALITIES.

1521 Be it enacted by the Senate and House of Representatives in General

1824 Section 1. (Effective from passage) (a) The Office of Policy and 1
1925 Management, in cooperation with the Departments of Housing and 2
20-Education, shall establish an educator housing pilot program to 3
21-provide housing incentives for any educator who works in an alliance 4
22-district, as defined in section 10-262u of the general statutes, to live 5
23-within the city limits of the alliance district in which the educator 6
24-works. 7
26+Education, shall establish a pilot program to provide housing 3
27+incentives for educators who work in the school districts with the 4
28+state's highest population of low-income students and the school 5
29+districts with the highest population of minority students, to live 6
30+within the city limits of the school district in which they teach. 7
2531 (b) The Secretary of the Office of Policy and Management, in 8
26-consultation with the Departments of Housing and Education, shall 9
27-issue a request for proposals by December 1, 2019, for any 10
28-municipality in the state designated as an alliance district pursuant to 11
29-section 10-262u of the general statutes, to apply for consideration for 12
30-participation in the educator housing pilot program. 13
31-(c) A municipality designated as an alliance district pursuant to 14
32-section 10-262u of the general statutes, in collaboration with such 15
33-alliance district's local or regional board of education, shall submit 16
34-plans to the Office of Policy and Management not later than June 1, 17
35-2020. Such plans may include, but not be limited to, the following: 18
36-(1) Partnering with interested developers to turn abandoned 19 Substitute Bill No. 7226
32+consultation with the Department of Housing and the Department of 9
33+Education, shall issue a request for proposals by December 1, 2019, for 10
34+any municipalities in the state to apply for consideration for 11
35+participation in the teacher housing pilot program. 12
36+(c) Municipalities, in collaboration with their local or regional board 13

43-structures into safe, affordable housing for educators; 20
44-(2) Working with developers to turn properties already owned by 21
45-the district into affordable housing units for educators; 22
46-(3) Partnering with the state to take advantage of existing tax credits 23
47-or rental assistance programs for such purposes; or 24
48-(4) Partnering with the state on another plan that the Secretary of 25
49-the Office of Policy and Management determines to be financially 26
50-feasible. 27
51-(d) Not later than September 1, 2020, the Office of Policy and 28
52-Management shall approve no more than two municipalities for 29
53-participation in the pilot program. All educators, including, but not 30
54-limited to, administrators, teachers and paraprofessionals, who work 31
55-within the selected municipalities shall be eligible to apply for any 32
56-housing services and incentives that are provided under the educator 33
57-housing pilot program. 34
58-(e) The Office of Policy and Management shall require 35
59-municipalities that are selected for participation in the educator 36
60-housing pilot program to provide updates on their progress in the 37
61-pilot program. The Office of Policy and Management shall submit a 38
62-report, in accordance with the provisions of section 11-4a of the general 39
63-statutes, to the joint standing committee of the General Assembly 40
64-having cognizance of matters related to housing not later than January 41
65-1, 2021, concerning the status of the pilot program. Such report shall 42
66-include, but not be limited to, an evaluation of the results of the pilot 43
67-program and any findings and recommendations with regard to future 44
68-implementation of similar programs in other municipalities. 45
69-(f) The Office of Policy and Management shall fund the pilot 46

78+subsection (b) of this section, the State Bond Commission shall have 45
79+the power from time to time to authorize the issuance of bonds of the 46
80+state in one or more series and in principal amounts not exceeding in 47
81+the aggregate one million dollars. 48
82+(b) The proceeds of the sale of such bonds, to the extent of the 49
83+amount stated in subsection (a) of this section, shall be used by the 50
84+Office of Policy and Management for the purpose of funding the pilot 51
85+program established in section 1 of this act. 52
86+(c) All provisions of section 3-20 of the general statutes, or the 53
87+exercise of any right or power granted thereby, that are not 54
88+inconsistent with the provisions of this section are hereby adopted and 55
89+shall apply to all bonds authorized by the State Bond Commission 56
90+pursuant to this section. Temporary notes in anticipation of the money 57
91+to be derived from the sale of any such bonds so authorized may be 58
92+issued in accordance with section 3-20 of the general statutes and from 59
93+time to time renewed. Such bonds shall mature at such time or times 60
94+not exceeding twenty years from their respective dates as may be 61
95+provided in or pursuant to the resolution or resolutions of the State 62
96+Bond Commission authorizing such bonds. None of such bonds shall 63
97+be authorized except upon a finding by the State Bond Commission 64
98+that there has been filed with it a request for such authorization that is 65
99+signed by or on behalf of the Secretary of the Office of Policy and 66
100+Management and states such terms and conditions as said commission, 67
101+in its discretion, may require. Such bonds issued pursuant to this 68
102+section shall be general obligations of the state and the full faith and 69
103+credit of the state of Connecticut are pledged for the payment of the 70
104+principal of and interest on such bonds as the same become due, and 71
105+accordingly and as part of the contract of the state with the holders of 72
106+such bonds, appropriation of all amounts necessary for punctual 73
107+payment of such principal and interest is hereby made, and the State 74
108+Treasurer shall pay such principal and interest as the same become 75
