LCO No. 3989 1 of 2 General Assembly Raised Bill No. 7227 January Session, 2019 LCO No. 3989 Referred to Committee on HOUSING Introduced by: (HSG) AN ACT CONCERNING AG ING IN PLACE. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Department of Housing 1 shall, within available appropriations, conduct a study of methods to 2 assist senior citizens who wish to continue independently living in 3 their homes as long as possible. Specifically, the study shall consider: 4 (1) Application of the federal Low Income Housing Tax Credit 5 program, 26 USC 42, to further encourage the development of housing 6 near public transit and livable community settings; 7 (2) Whether the Housing Trust Fund program, as established under 8 section 8-336p of the general statutes, has specific regulations that give 9 extra consideration to projects that serve senior citizens; 10 (3) Increasing current building standards beyond those required by 11 the provisions of the Americans with Disabilities Act, 42 USC 12101, to 12 require building standards that consider people with limited physical 13 capabilities and apply those standards to private housing and single 14 Raised Bill No. 7227 LCO No. 3989 2 of 2 family units built with public funds; and 15 (4) Integration of local efficiency principles into decision making as 16 it relates to housing for senior citizens. 17 (b) Not later than January 1, 2020, the Commissioner of Housing 18 shall submit a report on the results of such study, in accordance with 19 the provisions of section 11-4a of the general statutes, to the joint 20 standing committee of the General Assembly having cognizance of 21 matters relating to housing. 22 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To direct the Department of Housing to conduct a study of methods to facilitate seniors residing in their homes as long as possible.
