1919 AN ACT PROMOTING EFF ICIENCY IN STATE BENEFIT PROGRA MS.
2020 Be it enacted by the Senate and House of Representatives in General

2323 Section 1. Section 17b-7a of the general statutes is repealed and the 1
2424 following is substituted in lieu thereof (Effective July 1, 2019): 2
2525 (a) The Commissioner of Social Services shall develop a state-wide 3
2626 fraud early detection system. The purpose of such system shall be to 4
2727 identify, investigate and determine if an application for assistance 5
2828 under (1) programs administered by the department, including, but 6
2929 not limited to, (A) the temporary family assistance program, (B) the 7
3030 supplemental nutrition assistance program, (C) the child care subsidy 8
3131 program, or (D) the Medicaid program pursuant to Title XIX of the 9
3232 Social Security Act, and (2) the child care subsidy program 10
3333 administered by the Office of Early Childhood, pursuant to section 11
3434 17b-749, is fraudulent prior to granting assistance. The Commissioner 12
3535 of Social Services shall consult with the Commissioner of Early 13
3636 Childhood regarding the development of such state-wide fraud early 14
3737 detection system for such child care subsidy program. The 15
3838 Commissioner of Social Services shall adopt regulations, in accordance 16
3939 with chapter 54, for the purpose of developing and implementing said 17 Raised Bill No. 7233

4545 system. The Commissioner of Social Services shall submit quarterly 18
4646 reports concerning savings realized through the implementation of the 19
4747 state-wide fraud early detection system to the joint standing 20
4848 committees of the General Assembly having cognizance of matters 21
4949 relating to human services and appropriations and the budgets of state 22
5050 agencies. 23
5151 (b) The Commissioners of Correction, Children and Families, 24
5252 Developmental Services, Early Childhood, Mental Health and 25
5353 Addiction Services, Rehabilitation Services and Social Services shall 26
5454 share interagency reports monthly concerning: (1) Incidences of fraud 27
5555 committed by beneficiaries of the state benefit programs administered 28
5656 by said commissioners, (2) incarceration or death of state residents 29
5757 receiving such benefits, and (3) best practices regarding cost 30
5858 efficiencies. The commissioners shall file a joint report not later than 31
5959 January 15, 2020, and annually thereafter, in accordance with the 32
6060 provisions of section 11-4a, to the joint standing committees of the 33
6161 General Assembly having cognizance of matters relating to human 34
6262 services and appropriations and the budgets of state agencies. The 35
6363 report shall include, but need not be limited to, the savings realized by 36
6464 each department resulting from the interagency reports required 37
6565 pursuant to this subsection. 38
6666 This act shall take effect as follows and shall amend the following
