LCO No. 4723 1 of 2 General Assembly Raised Bill No. 7233 January Session, 2019 LCO No. 4723 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT PROMOTING EFF ICIENCY IN STATE BENEFIT PROGRA MS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 17b-7a of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2019): 2 (a) The Commissioner of Social Services shall develop a state-wide 3 fraud early detection system. The purpose of such system shall be to 4 identify, investigate and determine if an application for assistance 5 under (1) programs administered by the department, including, but 6 not limited to, (A) the temporary family assistance program, (B) the 7 supplemental nutrition assistance program, (C) the child care subsidy 8 program, or (D) the Medicaid program pursuant to Title XIX of the 9 Social Security Act, and (2) the child care subsidy program 10 administered by the Office of Early Childhood, pursuant to section 11 17b-749, is fraudulent prior to granting assistance. The Commissioner 12 of Social Services shall consult with the Commissioner of Early 13 Childhood regarding the development of such state-wide fraud early 14 detection system for such child care subsidy program. The 15 Commissioner of Social Services shall adopt regulations, in accordance 16 with chapter 54, for the purpose of developing and implementing said 17 Raised Bill No. 7233 LCO No. 4723 2 of 2 system. The Commissioner of Social Services shall submit quarterly 18 reports concerning savings realized through the implementation of the 19 state-wide fraud early detection system to the joint standing 20 committees of the General Assembly having cognizance of matters 21 relating to human services and appropriations and the budgets of state 22 agencies. 23 (b) The Commissioners of Correction, Children and Families, 24 Developmental Services, Early Childhood, Mental Health and 25 Addiction Services, Rehabilitation Services and Social Services shall 26 share interagency reports monthly concerning: (1) Incidences of fraud 27 committed by beneficiaries of the state benefit programs administered 28 by said commissioners, (2) incarceration or death of state residents 29 receiving such benefits, and (3) best practices regarding cost 30 efficiencies. The commissioners shall file a joint report not later than 31 January 15, 2020, and annually thereafter, in accordance with the 32 provisions of section 11-4a, to the joint standing committees of the 33 General Assembly having cognizance of matters relating to human 34 services and appropriations and the budgets of state agencies. The 35 report shall include, but need not be limited to, the savings realized by 36 each department resulting from the interagency reports required 37 pursuant to this subsection. 38 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 17b-7a Statement of Purpose: To reduce fraud and inefficiency in state benefit programs by requiring agencies to share information on fraudulent claims and best cost- efficient practices.
