13-AN ACT CONCERNING TH E STUDENTS FIRST PLAN OF THE BOARD
14-OF REGENTS FOR HIGHE R EDUCATION.
21+AN ACT CONCERNING A STUDY BY THE OFFICE OF HIGHER
22+EDUCATION REGARDING GRADUATE EMPLOYMENT RATES.
1523 Be it enacted by the Senate and House of Representatives in General
1624 Assembly convened:

18-Section 1. (Effective July 1, 2019) Not later than July 1, 2019, and 1
19-quarterly thereafter until December 31, 2023, the president of the Board 2
20-of Regents for Higher Education shall report, in accordance with the 3
21-provisions of section 11-4a of the general statutes, to the joint standing 4
22-committee of the General Assembly having cognizance of matters 5
23-relating to higher education and employment advancement and the 6
24-Higher Education Consolidation Committee established pursuant to 7
25-section 10a-55i of the general statutes on the status of the Students First 8
26-plan endorsed by said board for the regionalization of the regional 9
27-community-technical colleges, including, but not limited to, (1) 10
28-personnel changes made during the preceding calendar quarter for the 11
29-purpose of implementing the Students First plan, (2) a summary 12
30-description of any meetings or activities conducted during the 13
31-preceding calendar quarter for the purpose of the Students First plan, 14
32-and (3) copies of all written communication during the preceding 15
33-calendar quarter between the board and the New England 16
34-Commission of Higher Education. 17
26+Section 1. (Effective July 1, 2019) The Office of Higher Education, in 1
27+consultation with the Labor Department, shall study the rate of 2
28+employment for graduates of institutions of higher education in the 3
29+state. Such study shall include, but need not be limited to, the 4
30+differences in the rates of employment in various industries and the 5
31+identification of industries in the state in which hiring needs are not 6
32+being met. On or before January 1, 2020, the executive director of the 7
33+Office of Higher Education shall report, in accordance with the 8
34+provisions of section 11-4a of the general statutes, the findings of such 9
35+study to the joint standing committee of the General Assembly having 10
36+cognizance of matters relating to higher education and employment 11
