General Assembly Substitute Bill No. 7254

AN ACT CONCERNING TH E STUDENTS FIRST PLAN OF THE BOARD
OF REGENTS FOR HIGHE R EDUCATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective July 1, 2019) Not later than July 1, 2019, and 1
quarterly thereafter until December 31, 2023, the president of the Board 2
of Regents for Higher Education shall report, in accordance with the 3
provisions of section 11-4a of the general statutes, to the joint standing 4
committee of the General Assembly having cognizance of matters 5
relating to higher education and employment advancement and the 6
Higher Education Consolidation Committee established pursuant to 7
section 10a-55i of the general statutes on the status of the Students First 8
plan endorsed by said board for the regionalization of the regional 9
community-technical colleges, including, but not limited to, (1) 10
personnel changes made during the preceding calendar quarter for the 11
purpose of implementing the Students First plan, (2) a summary 12
description of any meetings or activities conducted during the 13
preceding calendar quarter for the purpose of the Students First plan, 14
and (3) copies of all written communication during the preceding 15
calendar quarter between the board and the New England 16
Commission of Higher Education. 17
This act shall take effect as follows and shall amend the following
sections:
