1419 AN ACT CONCERNING SO CIAL WORKER TITLE PROTECTION.
1520 Be it enacted by the Senate and House of Representatives in General
1621 Assembly convened:

18-Section 1. (NEW) (Effective January 1, 2020) (a) No person shall (1) 1
19-use the title "social worker" or any initials associated with such title, or 2
20-(2) advertise services described as clinical social work, as defined in 3
21-section 20-195m of the general statutes, unless such person has (A) 4
22-attained a baccalaureate or master's degree in social work from a 5
23-program accredited by the Council on Social Work Education, or (B) 6
24-attained a doctoral degree in social work. 7
25-(b) The Commissioner of Public Health or his or her duly authorized 8
26-representative shall notify any person who is violating the provisions 9
27-of subsection (a) of this section to cease using the title of social worker 10
28-or any initials associated with such title, or to cease advertising 11
29-services described as clinical social work. Such notice shall also be sent 12
30-to the employer of such person, if applicable. 13
31-(c) Nothing in this section shall prevent any person employed by the 14
32-state of Connecticut prior to July 1, 2019, with a title in the social work 15
33-series of the classified service from using a title in such series to 16
34-describe or perform his or her duties in the course of his or her 17
35-employment with the state of Connecticut. The state of Connecticut 18
36-may employ social work trainees and social workers who do not hold 19 Substitute Bill No. 7292

24+statutes are repealed and the following is substituted in lieu thereof 2
25+(Effective January 1, 2021): 3

28+or (2) advertise services under the description of a licensed master 6
29+social worker, as defined in section 20-195m, unless such person is 7
30+licensed as a master social worker pursuant to this chapter. 8
31+(b) No person shall (1) use the title "social worker" or "licensed 9
32+clinical social worker" or any initials associated with such [title] titles, 10
33+or (2) advertise services under the description of a licensed clinical 11
34+social worker, as defined in section 20-195m, unless such person is 12
