General Assembly Substitute Bill No. 7298

AN ACT CONCERNING TH E MARKET FOR RECYCLE D
COMMODITIES IN THE STATE AND NORTHEST REGION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) The Commissioner of Energy and 1
Environmental Protection, in consultation with the Commissioner of 2
Economic and Community Development, the Connecticut Conference 3
of Municipalities and the Council of Small Towns, shall review and 4
assess the market for recycled commodities in the state and the 5
northeast region that are generated by consumers in this state. Not 6
later than January 1, 2020, the Commissioner of Energy and 7
Environmental Protection shall submit a report, in accordance with the 8
provisions of section 11-4a of the general statutes, to the joint standing 9
committee of the General Assembly having cognizance of matters 10
relating to the environment on any recommendations for increasing 11
the value of such commodities, decreasing the costs of recycling for 12
municipalities and amending the state's designated recyclable items or 13
the state's system for recycling such items. 14
This act shall take effect as follows and shall amend the following
sections:
