15-REMOTE NOTARIES.

1620 Be it enacted by the Senate and House of Representatives in General

19-Section 1. (Effective from passage) (a) The chairpersons of the joint 1
20-standing committee of the General Assembly having cognizance of 2
21-matters relating to commerce shall appoint and convene a working 3
22-group to examine and make recommendations regarding whether to 4
23-permit electronic and remote notarization in the state. 5
24-(b) Appointments to the working group shall include, but need not 6
25-be limited to, representatives from the joint standing committee of the 7
26-General Assembly having cognizance of matters relating to commerce, 8
27-state or regional bar associations, notary associations, the title 9
28-insurance industry and the mortgage industry. All appointments to the 10
29-working group shall be made not later than thirty days after the 11
30-effective date of this section. 12
31-(c) The chairpersons of the joint standing committee of the General 13
32-Assembly having cognizance of matters relating to commerce shall 14
33-select the chairperson of the working group. The chairperson of the 15
34-working group shall schedule the first meeting of the working group, 16
35-which shall be held not later than sixty days after the effective date of 17

43-until it submits its report pursuant to subsection (d) of this section. 19
44-(d) Not later than February 1, 2020, the working group shall submit 20
45-a report on its findings and recommendations pursuant to subsection 21
46-(a) of this section to the joint standing committee of the General 22
47-Assembly having cognizance of matters relating to commerce, in 23
48-accordance with the provisions of section 11-4a of the general statutes. 24
49-The working group shall terminate on the date that it submits such 25
50-report or February 1, 2020, whichever is later. 26
23+Section 1. (NEW) (Effective from passage) The Secretary of the State 1
24+shall develop a plan to allow notaries to perform electronic and remote 2
25+notarial acts. Not later than February 1, 2020, the Secretary of the State 3
26+shall submit recommendations for any requisite legislative proposals 4
27+for the implementation of such plan to the joint standing committee of 5
28+the General Assembly having cognizance of matters relating to 6
29+commerce. 7
