AN ACT CONCERNING A WORKING GROUP ON ELE CTRONIC AND 
REMOTE NOTARIES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The chairpersons of the joint 1 
standing committee of the General Assembly having cognizance of 2 
matters relating to commerce shall appoint and convene a working 3 
group to examine and make recommendations regarding whether to 4 
permit electronic and remote notarization in the state. 5 
(b) Appointments to the working group shall include, but need not 6 
be limited to, representatives from the joint standing committee of the 7 
General Assembly having cognizance of matters relating to commerce, 8 
state or regional bar associations, notary associations, the title 9 
insurance industry and the mortgage industry. All appointments to the 10 
working group shall be made not later than thirty days after the 11 
effective date of this section. 12 
(c) The chairpersons of the joint standing committee of the General 13 
Assembly having cognizance of matters relating to commerce shall 14 
select the chairperson of the working group. The chairperson of the 15 
working group shall schedule the first meeting of the working group, 16 
which shall be held not later than sixty days after the effective date of 17 
this section. The working group shall meet at least monthly thereafter, 18  Substitute Bill No. 7309

until it submits its report pursuant to subsection (d) of this section. 19 
(d) Not later than February 1, 2020, the working group shall submit 20 
a report on its findings and recommendations pursuant to subsection 21 
(a) of this section to the joint standing committee of the General 22 
Assembly having cognizance of matters relating to commerce, in 23 
accordance with the provisions of section 11-4a of the general statutes. 24 
The working group shall terminate on the date that it submits such 25 
report or February 1, 2020, whichever is later. 26 
This act shall take effect as follows and shall amend the following 
sections:
