LCO No. 5454 1 of 2 General Assembly Raised Bill No. 7330 January Session, 2019 LCO No. 5454 Referred to Committee on PUBLIC SAFETY AND SECURITY Introduced by: (PS) AN ACT CONCERNING A STUDY OF ONLINE GAMBLING. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Department of Consumer 1 Protection shall study the legal and policy issues involved with 2 authorizing online gambling in this state. The study shall include, but 3 not be limited to, (1) an examination of any legal obstacles to 4 authorizing online gambling, (2) an examination of the market for 5 gambling in the state and the potential impact that authorizing online 6 gambling would have on the market, (3) an estimate of potential 7 revenue that the state could receive from authorizing online gambling, 8 and (4) recommendations for a licensing program for online gambling 9 providers. 10 (b) The department shall consult with the (1) Attorney General on 11 any legal issue that may affect the ability of the state to authorize 12 online gambling, (2) the Mashantucket Pequot Tribe and Mohegan 13 Tribe of Indians of Connecticut regarding their interest in online 14 gambling and how online gambling could affect their existing 15 operations, and (3) any other stakeholder as the department deems 16 Raised Bill No. 7330 LCO No. 5454 2 of 2 necessary. 17 (c) Not later than January 15, 2020, the department shall submit a 18 report, in accordance with the provisions of section 11-4a of the general 19 statutes, to the joint standing committee of the General Assembly 20 having cognizance of matters relating to public safety and security. 21 Such report shall include the department's findings and any 22 recommendations for legislation. 23 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Department of Consumer Protection to study online gambling.
