1621 Be it enacted by the Senate and House of Representatives in General

19-Section 1. Section 17b-28e of the general statutes is amended by 1
20-adding subsection (d) as follows (Effective from passage): 2
21-(NEW) (d) Not later than October 1, 2019, the Commissioner of 3
22-Social Services shall amend the Medicaid state plan to include 4
23-treatment by a chiropractor licensed under section 20-27 as an optional 5
24-service covered under the Medicaid program. The commissioner may 6
25-adopt regulations, in accordance with chapter 54, to implement the 7
26-provisions of this subsection. 8
24+Section 1. (Effective from passage) (a) The Commissioner of Social 1
25+Services shall conduct a study of Medicaid-funded state programs 2
26+administered under Title XIX of the Social Security Act, as amended 3
27+from time to time. Such study shall include, but need not be limited to, 4
28+a report on: (1) Factors the commissioner deems pertinent to quality of 5
29+care; (2) whether there are any gaps in access by eligible residents; and 6
30+(3) whether any provisions of the programs need to be changed to 7
31+conform with requirements of the Patient Protection and Affordable 8
32+Care Act, P.L. 111-148, as amended from time to time. 9
33+(b) Not later than July 1, 2020, the commissioner shall report the 10
34+results of the study, in accordance with the provisions of section 11-4a 11
35+of the general statutes, to the joint standing committees of the General 12
36+Assembly having cognizance of matters relating to aging and human 13
37+services. Such report may include the commissioner's 14
38+recommendations for addressing any identified gaps in the provision 15
