AN ACT CONCERNING TH E SECRETARY OF THE S TATE.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-16a of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
If a town clerk is appointed under a special law or a town charter, 3 
the appointing authority or, if none, the chief executive official of the 4 
town, shall, [within] not later than ten days after such an appointment 5 
is made, file a notice of such appointment with the Secretary of the 6 
State, indicating the name and address of the person appointed, the 7 
date and method of such appointment and the law under which the 8 
appointment was made. [Within] Not later than ten days after a 9 
vacancy occurs in the appointed office of town clerk, the first 10 
selectman or chief executive official of the town shall notify the 11 
Secretary of the State of such vacancy.  12 
Sec. 2. Section 7-19 of the general statutes is repealed and the 13 
following is substituted in lieu thereof (Effective from passage): 14  Raised Bill No. 7391

Each town clerk may, unless otherwise provided by charter or 15 
ordinance, appoint assistant town clerks, who, having taken the oath 16 
provided for town clerks, shall, in the absence or inability of the town 17 
clerk, have all the powers and perform all the duties of the town clerk. 18 
[Within] Not later than ten days after a town clerk appoints an 19 
assistant town clerk, the town clerk shall file a notice of such 20 
appointment with the Secretary of the State, indicating the name and 21 
address of the person appointed, the date and method of such 22 
appointment and the law under which the appointment was made. 23 
[Within] Not later than ten days after a vacancy occurs in the office of 24 
assistant town clerk, the town clerk shall notify the Secretary of the 25 
State of such vacancy.  26 
Sec. 3. Section 9-4 of the general statutes is repealed and the 27 
following is substituted in lieu thereof (Effective from passage): 28 
The Secretary of the State, in addition to other duties imposed by 29 
law, shall, as [such commissioner] the Commissioner of Elections of 30 
the state, (1) advise local election officials in connection with proper 31 
methods of conducting elections and referenda as defined in 32 
subsection (n) of section 9-1, and, upon request of a municipal official, 33 
matters arising under chapter 99; (2) prepare regulations and 34 
instructions for the conduct of elections, as designated by law; (3) 35 
provide local election officials with a sufficient number of copies of 36 
election laws pamphlets and materials necessary to the conduct of 37 
elections; (4) distribute all materials concerning proposed laws or 38 
amendments required by law to be submitted to the electors; (5) 39 
recommend to local election officials the form of registration cards and 40 
blanks; (6) determine, in the manner provided by law, the forms for the 41 
preparation of voting tabulators, for the recording of the vote and the 42 
conduct of the election and certification of election returns; (7) prepare 43 
the ballot title or statement to be placed on the ballot for any proposed 44 
law or amendment to the Constitution to be submitted to the electors 45 
of the state; (8) certify to the several boards the form of official ballots 46 
for state and municipal offices; (9) provide the form and manner of 47  Raised Bill No. 7391

filing notification of vacancies, nomination and subsequent 48 
appointment to fill such vacancies; (10) prescribe, provide and 49 
distribute absentee voting forms for use by the municipal clerks; (11) 50 
examine and approve nominating petitions filed under section 9-453o; 51 
and (12) distribute corrupt practices forms and provide instructions for 52 
completing and filing [the same] such forms.  53 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 from passage 7-16a 
Sec. 2 from passage 7-19 
Sec. 3 from passage 9-4
