2020 AN ACT CONCERNING VO TER PRIVACY.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. (NEW) (Effective October 1, 2019) (a) Notwithstanding any 1
2525 provision of the general statutes, the Secretary of the State or a 2
2626 registrar of voters, as applicable, shall not disclose voter registration 3
2727 information maintained under title 9 of the general statutes, except that 4
2828 the Secretary or a registrar of voters shall provide a copy of any record 5
2929 containing voter registration information upon the request of any 6
3030 candidate, candidate committee or political committee. As used in this 7
3131 section, "candidate", "candidate committee" and "political committee" 8
3232 have the same meanings as provided in section 9-601 of the general 9
3333 statutes. 10
3434 (b) Prior to providing any copy of a record containing voter 11
3535 registration information pursuant to subsection (a) of this section, the 12
3636 Secretary or a registrar of voters, as applicable, shall (1) redact such 13
3737 copy to remove for each voter listed thereon (A) the date of birth, (B) 14
3838 the motor vehicle operator's license or identity card number, if any, (C) 15 Raised Bill No. 7392

4444 the Social Security number, and (D) the signature, and (2) ensure that 16
4545 such copy includes for each voter listed thereon (A) the name, (B) the 17
4646 residential and mailing address, if different, (C) the phone number, if 18
4747 any, and (D) the party affiliation, if any. 19
4848 (c) Prior to receiving any copy of a record containing voter 20
4949 registration information provided pursuant to subsection (a) of this 21
5050 section, such candidate, candidate committee or political committee, as 22
5151 applicable, shall file with the Secretary of the State, in a manner 23
5252 prescribed by the Secretary, a statement (1) identifying the candidate 24
5353 or committee requesting such voter registration information, (2) 25
5454 indicating the purpose for which such candidate or committee is 26
5555 requesting such voter registration information, and (3) agreeing to not 27
5656 further disclose any such voter registration. 28
5757 (d) Voter registration information disclosed pursuant to subsection 29
5858 (a) of this section shall not be used for any commercial purpose, 30
5959 including, but not limited to, the advertisement, solicitation, sale or 31
6060 marketing of products or services to any voter or voter's household. 32
