AN ACT CONCERNING VO TER PRIVACY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) Notwithstanding any 1 
provision of the general statutes, the Secretary of the State or a 2 
registrar of voters, as applicable, shall not disclose voter registration 3 
information maintained under title 9 of the general statutes, except that 4 
the Secretary or a registrar of voters shall provide a copy of any record 5 
containing voter registration information upon the request of any 6 
candidate, candidate committee or political committee. As used in this 7 
section, "candidate", "candidate committee" and "political committee" 8 
have the same meanings as provided in section 9-601 of the general 9 
statutes. 10 
(b) Prior to providing any copy of a record containing voter 11 
registration information pursuant to subsection (a) of this section, the 12 
Secretary or a registrar of voters, as applicable, shall (1) redact such 13 
copy to remove for each voter listed thereon (A) the date of birth, (B) 14 
the motor vehicle operator's license or identity card number, if any, (C) 15  Raised Bill No.  7392

the Social Security number, and (D) the signature, and (2) ensure that 16 
such copy includes for each voter listed thereon (A) the name, (B) the 17 
residential and mailing address, if different, (C) the phone number, if 18 
any, and (D) the party affiliation, if any. 19 
(c) Prior to receiving any copy of a record containing voter 20 
registration information provided pursuant to subsection (a) of this 21 
section, such candidate, candidate committee or political committee, as 22 
applicable, shall file with the Secretary of the State, in a manner 23 
prescribed by the Secretary, a statement (1) identifying the candidate 24 
or committee requesting such voter registration information, (2) 25 
indicating the purpose for which such candidate or committee is 26 
requesting such voter registration information, and (3) agreeing to not 27 
further disclose any such voter registration. 28 
(d) Voter registration information disclosed pursuant to subsection 29 
(a) of this section shall not be used for any commercial purpose, 30 
including, but not limited to, the advertisement, solicitation, sale or 31 
marketing of products or services to any voter or voter's household. 32 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To limit disclosure of certain voter registration information to 
candidates, candidate committees and political committees only and 
for noncommercial purposes only, and require that any such candidate 
or committee register with the Secretary of the State and agree to not 
further disclose any such voter registration information.
