2626 RESOLUTION ADOPTING CONSERVATION AND DEV ELOPMENT
2727 POLICIES: THE PLAN FOR CONNECTICUT, 2018-2023.

3030 WHEREAS, the Continuing Legislative Committee on State 1
3131 Planning and Development is charged by chapter 297 of the general 2
3232 statutes with promulgating a state plan of conservation and 3
3333 development; and 4
3434 WHEREAS, the Continuing Legislative Committee on State 5
3535 Planning and Development has, since 1976, overseen the process of 6
3636 drafting, improving, refining and revising the state plan of 7
3737 conservation and development which has been carried out by the 8
3838 Office of Policy and Management; and 9
3939 WHEREAS, the Continuing Legislative Committee on State 10
4040 Planning and Development has held meetings and hearings and has 11
4141 incorporated the recommendations of municipalities and stakeholders 12
4242 into the plan; and 13

4848 WHEREAS, the plan incorporates six growth management 14
4949 principles, namely (1) redevelop and revitalize regional centers and 15
5050 areas with existing or currently planned physical infrastructure; (2) 16
5151 expand housing opportunities and design choices to accommodate a 17
5252 variety of household types and needs; (3) concentrate development 18
5353 around transportation nodes and along major transportation corridors 19
5454 to support the viability of transportation options; (4) conserve and 20
5555 restore the natural environment, cultural and historical resources, and 21
5656 traditional rural lands; (5) protect and ensure the integrity of 22
5757 environmental assets critical to public health and safety; and (6) 23
5858 promote integrated planning across all levels of government to address 24
5959 issues on a state-wide, regional and local basis; and 25
6060 WHEREAS, the Continuing Legislative Co mmittee on State 26
6161 Planning and Development has submitted the newly revised plan to 27
6262 the General Assembly with its recommendation for approval of the 28
6363 plan. 29
6464 NOW, THEREFORE, BE IT RESOLVED, that Conservation and 30
6565 Development Policies: The Plan for Connecticut, 2018-2023, as reported 31
6666 to the General Assembly by the Continuing Legislative Committee on 32
6767 State Planning and Development is adopted. 33
